PROGRAM SUMMARY: Winrock is seeking candidates for a Water Technical Officer to strengthen technical and engineering skills of local stakeholders for the USAID Improved Access to Safe Drinking Water in Liberia Activity. The USAID/Liberia-funded Activity will strengthen water sector governance, create scalable models for equitable water service delivery, and mobilize collaborative action to improve access to clean water services. The purpose of the project is to move Liberians in Montserrado and Margibi counties to a basic level of water services. ESSENTIAL RESPONSIBILITIES: Assess technical and engineering capacity of local stakeholders such as water service providers, county WASH teams, and community WASH committees Develop and implement capacity building plans for target stakeholders to address the identified technical capacity gaps Lead feasibility studies and the development of bill of quantities and construction plans for water points in target counties Oversee construction activities, including management of construction sub-contractors, monitoring visits (directly or through field staff), and quality control Ensure compliance to the Construction Quality Assurance and Control Plan and the Environmental Monitoring and Mitigation Plan, and provide written reports accordingly in line with USAID requirements Contribute to learning activities in support of the MEL and Technical teams Contribute to communications materials and project deliverables QUALIFICATIONS AND REQURIEMENTS: Education: B.S. or equivalent university degree in civil or hydraulics engineering, water resource management, or related field. Experience: The ideal candidate will have the following experience: At least 5 years of experience in managing WASH-related activities in Liberia Minimum 3 years of experience designing and overseeing water point rehabilitations and construction required Experience conducting capacity building activities with local partners strongly preferred Excellent communication skills, both oral and written with fluency in English required Winrock is an equal opportunity employer.
