Role & Responsibilities

Provide technical advice and support to the field management and the WASH staff to ensure uniformity and standardisation of processes and infrastructures across Medair bases. Develop, lead, monitor, and evaluate the WASH & Infrastructure aspects of the country programme. Coordinate and network at a senior level with national and regional WASH and Infrastructure authorities and other NGOs. Lead on all WASH and Infrastructure elements of proposals and reports, providing capacity building for national and international staff. Promote best practice in the WASH and Infrastructure programmes and contribute to the overall management of the country programme.

Project Overview

WASH projects to be implemented in Nord Kivu Province alongside mainly emergency health focussed projects targeting displaced, war affected and vulnerable populations in Eastern DR Congo. Developmental type projects aimed at long term and sustainable behaviour change in the general population and state health employees to improve public health outcomes.

Key Activity Areas

Project Technical Oversight

  • Give technical advice to field managers and GSO on potential involvement in new WASH and civil engineering interventions and staff capacity development.
  • Supervise WASH and civil engineering infrastructures in all regions and Medair bases to ensure designs, infrastructures and material are of acceptable quality and standard.
  • Define appropriate guidelines and protocols, in line with government, Sphere and WHO guidelines, including the preparation of standard designs for all commonly reproducible WASH infrastructure.
  • Maintain an overview of the country WASH and civil engineering Infrastructure programme and of the regional context, with a view to strategically developing new projects. Provide technical support to WASH teams, including evaluation and impact analysis of current projects and writing of donor proposals and reports.
  • Carry out regular monitoring visits in conjunction with other field managers, ensuring that project objectives are met within the stated timeframes.
  • Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis and follow-up and feedback to relevant staff, donors, partners and other agencies.
  • Provide input into the integration of beneficiary participation and accountability.
  • In collaboration with PCs, take a lead on identifying WASH and civil engineering infrastructure needs and funding opportunities so that Medair can expand and build upon its existing programme.
  • Provide relevant on-the-job training to the National WASH team with regard to Global WASH standards and approaches for WASH in emergencies (both hardware and software).
  • Provide support to logistics and finance to assess available contractor’s suitability to work with Medair in the execution of WASH infrastructures.
  • Contribute to reporting and further WASH proposals development as and when need arises.
  • Prepare donor visits and accompany visitors to appreciate programme progress and achievements.
  • Ensure the PCs are fully updated on challenges impacting project progress and performance in all bases.
  • Review all proposed projects implementation plans as well as indicator tracking tools.
  • Responsible for quality review of all WASH & Infrastructure external reports for the Country Programme.
  • Responsible for providing accurate and timely feedback regarding all WASH & civil Infrastructure technical and programme issues.

Representation

  • Seek out networks or task groups on specific rehabilitation/WASH related humanitarian aid issues.
  • Represent Medair in any national or local relevant meetings or events, facilitating supportive synergies and overall progress in the sector and avoiding duplication of the work of other agencies.

Staff and Financial Management

  • Be involved in the recruitment of infrastructure and WASH staff for the country programme, providing advice on technical skills and experience as requested.
  • Monitor the WASH project expenditure with approved budgets and recommend appropriate action.

Quality Management

  • Promote the use of a resource library for all WASH technical issues – which can be kept up to date with the most up to date resources and information – that is available to all WASH staff in country.
  • Ensure rehabilitation and WASH projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international. Follow the direction of the Construction and WASH Advisor at GSO regarding quality, strategy and technical guidelines.
  • Regularly assess and provide feedback on the quality of infrastructure and WASH programmes.

Qualifications

  • University degree in a WASH-related field (eg. civil engineering, architecture, engineering, construction).
  • Strong working knowledge of English and French (spoken and written).

Experience / Competencies

  • Relevant post-qualification professional experience, in a management position.
  • Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other international humanitarian guidelines and protocols.
  • Advanced planning, assessment and analytical skills. Good report and proposal writing skills.
  • Advanced leadership and project management skills.
