CONTEXT

Under the supervision of Resource Management Officer (RMO) the successful candidate will be responsible and accountable for the supporting activities to RMO for Northern Triangle of Central America.

Core Functions/ Responsibilities

· Assist in implementing and monitoring the financial management of all activities in the mission, including financial expenditures. Undertake financial analysis of projects in the Mission.

· Assist the RMO in monitoring, on a regular basis, budgets versus actual expenditures, in relation to the implementation of operational activities. Review and preparation of budgets, financial and statistical reports and other as required and respond to accounting, budget or financial queries.

· Assist in ensuring that IOM financial regulations are correctly applied on all financial transactions of the mission.

· Suggesting of procurement internal procedures, control and practices.

· Assist the RMO in review the implementation of internal controls and conduct an effective follow up on the engagement in monitoring on how it is applied in the Mission.

· Ensure that financial reports are clear, complete and understandable and that they are prepared in a consistent manner and are thus comparable and meaningful.

· Assist the RMO in the identification of Key financial indicators by prioritizing key factors, before they can be drawn to potential problems and before they become serious, in coordination with the Chief of Mission and RMO the incumbent must assist in the preparation of preventive controls.

· Assist in the preparation of monthly payroll for national and sub-contracted IOM Staff and ensure its accuracy and timeliness.

· Collaboration for make necessary entry in PRISM/PRIMA in relation to new project structure, project activation/ revision as well as budgets monitoring.

· Provide in budgeting for new projects in SAP, maintain existing accounts in SAP, ensure that accounts are in line with the accounting procedures for IOM field offices, and provide various SAP expenditures reports upon relevant colleagues’ requests.

· Assist the RMO in supervise the administrative gatekeeper of documents, transportation and cleaning personnel.

· Assist the RMO with internal follow up of the cases submitted to ACO GPSU, LEG, ICT and other Units.

· Perform any other duties as may be assigned the supervisors.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Education and experience

· University degree in business or relevant degree in accounting.

· In lieu of an advanced university degree in the areas mentioned above can be accepted a minimum of nine (7) years of progressively responsible professional experience in finance and administration.

· A minimum of ten (10) years of work experience in finance, accounting, audit and administration or related area is required.

· Out of these ten years, at least five (5) years withing a multi-cultural organization or national organization providing support to the Management area.

· At least three (3) years within the United Nations Common System is desirable

· Experience in liaising with governmental and diplomatic authorities as well as with international institutions.

· Excellent communication and negotiation skills, proven ability to prepare clear and concise reports, and excellent English skills.

· Experience in IOM administrative and financial internal control procedures

· Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis; and,

· Experience in administrative control procedures.

Languages

· Fluency in Spanish and English (Oral and Written)
