Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission (COM) and the direct supervision of the Chief of Party (CoP)/Programme Manager (PM) in Guatemala, the candidate will oversee programme implementation and provide support to operations for the successful implementation of Addressing Root Causes of Irregular Migration, which is a new, multi-year programme expected to start in July or August 2021. The Programme will adopt a flexible and adaptive approach to support community stabilization and resilience in areas with high rates of irregular migration, paying particular attention to the needs of women, youths and indigenous populations.

The Deputy Chief of Party (DCoP/ Deputy Programme Manager (DPM) is a member of the Senior Management Team (SMT). The successful candidate will have oversight of the Field Offices, the Research and Knowledge Unit, the Grants and Reporting Unit and Strategic Communications. S/he will oversee and manage Unit heads, as well as Sub-Office coordinators in areas of operation. Successful performance will result in a well-managed research and grant portfolio which delivers flexible and quick responses that align with programme objectives and goals.

The DCoP/DPM will maintain and strengthen the necessary operational structures and inter-unit processes in order to ensure transparent and accountable grant development, implementation, operations and reporting. The successful candidate will also contribute to the development and adaptation of the overall programme strategy (in line with the programme objectives already in place) and advise the CoP/PM and the donor on the evolution of the local political, legal, and economic situation and on how to continuously adapt the programme to ensure that it remains relevant and effective. The successful candidate will also supervise field operations, to ensure the proper financial, procurement, and general operational protocols and reporting needs are being met by field offices, in accordance with IOM rules and regulations and donor expectations.

Core Functions / Responsibilities:

  1. Oversee Field Operations, the Research and Knowledge Unit, the Grants and Reporting Unit and Strategic Communications and provide managerial support in other areas of the programme as needed.

  2. Ensure the successful implementation of the programme’s community-based grant initiatives to identify localized drivers of irregular migration and develop appropriate responsive interventions, in accordance with the overall objectives of the programme, by directly supervising programme implementation staff in the identification of local grantees and partners, technical consultants, and other programme implementers.

  3. Provide guidance and oversight to ensure that projects implemented by partners or by IOM directly are technically sound, grounded in a well-developed theory of change, sensitive to culture, gender, age and other relevant considerations, and aligned with the programme’s results framework.

  4. Provide management oversight of the Research and Knowledge Unit in support of the development of high-quality, targeted research, analysis, monitoring, evaluation, accountability and learning (MEAL) in support of programme objectives.

  5. Provide management oversight of the Grants and Reporting Unit, and develop a deep understanding of all aspects of the Grant Activity Cycle, particularly grant preparation and submission of grant ideas.

  6. Provide management oversight of field operations, including field offices, a roving team of community engagement assistants and thematic specialists. Visit field offices periodically to support office planning, supervise staff and monitor activities in the field.

  7. Promote fluid coordination among all programmatic units, with special attention to ensure communications between field and central-office personnel as well as to ensure that programmatic MEAL results are applied to adapt programming.

  8. Train and coach staff to support a strong understanding of the programme strategy, and work with field teams in their efforts to develop and maintain collaborative relationships with local grantees, local government authorities, local contractors, international NGOs, donors, and other key stakeholders, in support of strong programming.

  9. Coordinate with the Mission support structure and the programme’s Resource Management Officer and Procurement and Logistics Officer to ensure that procurement, finance, logistics, and programmatic aspects of each activity are being implemented in accordance with the specifications of the approved activity and in line with IOM and donor rules and regulations. Ensure application of standard guidelines and procedures aimed at ensuring an appropriate, efficient and transparent use of funds.

  10. Propose recommendations to strengthen administrative structures and processes in order to ensure smooth activity implementation.

  11. Under coordination of the CoP, establish and maintain close and positive working relationships with civil society partners, national and local government representatives and donor counterparts to ensure collaborative activity development and analysis.

  12. Ensure that all aspects of programming are sensitive to the different needs of different indigenous, gender, age and other considerations.

  13. Enforce anti-corruption measures and strengthen existing measures including the implementation of a sound MEAL system to ensure the transparent use of donor funds. Report corruption issues to the donor according to established procedures.

  14. Perform any other duties that may be assigned.

Required Qualifications and Experience

Education

• Master’s degree in International Relations, Management, Development Studies, Planning, Business Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Experience managing large-scale, multi-year development projects in Guatemala;

• Work experience with non-governmental or inter-governmental organizations an advantage;

• Previous experience in community-based and/or small-grants programming, particularly in the areas of economic development, citizen security, social services and infrastructure, civil society strengthening, human and labour rights or post-crisis stabilization;

• Experience in project implementation, support to grants fund management; administrative and related fields;

• Familiarity in programming with gender, youth and indigenous approaches;

• Experience in community-based development in Guatemala;

• Experience in developing and maintaining budgetary disciplines across a wide range of grant activities;

• Experience managing staff from diverse environments and backgrounds and in UNDSS phased security areas.

Skills

• Strong knowledge and cultural understanding of Guatemala and the Northern Triangle region and conversant on national migration dynamics and politics;

• Excellent communication and writing skills with the ability to analyse complex problems and identify and convey clear, rapid solutions;

• Effective resource management skills;

• Familiarity with political analysis in complex crisis settings;

• Strong general analytical skills; and,

• Thorough knowledge of the United Nations Department of Safety and Security (UNDSS) protocols and experience working in a Phase III or above security environment.

Languages

• Fluency in English and Spanish is required (oral and written).

• Knowledge of one or more of Guatemala’s indigenous languages will be an advantage
