• Efficient support to Chairman of the VRC in reviewing and analyzing reports of potential vendor misconduct;
  • Responsible for the maintenance of UNDP’s Suspension List (intranet); and regular updating of the UNGM suspension list;
  • Monitors all communications addressed to the VRC, and coordinates required responses with the Chairman of the VRC;
  • Help design, document, implement, and monitor the Secretariat’s use of clear and efficient policies and procedures, including case management, communications, and membership issues;
  • Ensures that all data and information provided by Vendors and internal parties, pursuant to VRC functions is fully and adequately protected, pursuant to UNDP Data Protection policies and procedures and applicable legal rules.
  • Efficient review of all submissions to VRC, both from the Office of Audit and Investigations (OAI) and vendors; 
  • Conduct the review, analysis and summarizing of investigation reports and recommend VRC action to the Chairman of the VRC.
  • Review the completeness of the information received (e.g. from OAI, vendors, etc.) and follow-up as required
  • Redact documents in preparation of exhibits for notifications to respondents; 
  • Provide research and drafting assistance with VRC determinations, memoranda, reports and publications, as assigned;   
  • Manages communication flow among all concerned parties and Vendors, draft all notices and minutes and ensure that the submissions of other parties relevant to the matter are distributed to the Vendor(s), the members of VRC, and any advisors; 
  • Prepares and keeps records of all VRC proceedings and meetings; and submission to the Chairperson; Notify the Chairperson of the VRC of any Conflict of Interest that VRC Members may have regarding specific proceedings, pursuant to the Sanctions Procedures  ;
  • Leads on the presentation of any requests for interim suspension, re-opening, exigency, exceptions, reinstatement, or settlement to VRC; 
  • Performs other functions as may be approved by the Chairperson 
  • Supports the Chief of Compliance division with the unit’s engagement with relevant vendors.
  • Serves as UNDP focal point for the United Nations Global Marketplace (UNGM); 
  • Effective management of relations with BMS’ Office of Procurement, other UN vendor review committees; and the Model Policy Framework group;
  • Manages engagements with vendors and internal UNDP entities;
  • Responds to requests for information and other communications from external parties and other UN entities.
  • Supports training and workshops on Vendor Sanction procedures in UNDP; 
  • Participates in knowledge sharing sessions with counterparts at other UN Agencies as required; 
  • Synthesis of lessons learned and best practices; 
  • Sound contributions to knowledge networks and communities of practice;  
  • Shares relevant information with the Model Policy Framework entities; and 
  • Disseminates relevant vendor sanction reports to procurement practitioners in UNDP.

  • Ability to engage with UNDP units, UN agencies and external multilateral and bilateral partners to forge productive working relationships.
  • Ability to efficiently handle and share information and knowledge

 

  • Advanced university degree (Masters or equivalent) in Law, Political Science, Public Administration or other relevant fields; with focus on legal drafting and anti-corruption initiatives is required.
  • 5 years of relevant experience at the national or international level in procurement management or legal setting with direct experience in vendor management and integrity mechanisms, dealing with fraud or disciplinary proceedings;
  • Knowledge of UN Vendor Sanctions and Fraud and Corruption Policies;
  • Previous experience in the UN or UNDP, particularly in the field of procurement or legal, is an advantage;
  • Knowledge and experience with legal drafting for anti-corruption efforts in procurement.
  • Conversational fluency and strong writing skills in English required.  
  • Fluency in Spanish or French is highly desirable.
