Dear Prospective Offerors:

The United States Government (USG), represented by the U.S. Agency for International

Development (USAID) Office of Technical and Program Quality (TPQ), is seeking offers from

qualified U.S. citizens to provide personal service as a Famine Early Warning Systems Network

(FEWS NET) Program Analyst under a United States Personal Services Contract (USPSC), as

described in the solicitation.

Submittals must be in accordance with the attached information at the place and time specified.

DUTIES AND RESPONSIBILITIES

At the GS-11 Equivalent Level:

● Develop knowledge and understanding of the design and functioning of the overall FEWS

NET activity, as described in the Statements of Work (SOWs) and budget plans of all FEWS

NET implementing partners (IPs) (contractors, USG science agencies, universities).

● Participate in regular (weekly, bi-weekly, etc.) bilateral meetings between the USAID FEWS

NET Team and IPs, as well as FEWS NET meetings that bring together all IPs (e.g., annual

joint work planning) to keep abreast of management and technical issues.

● Maintain general knowledge of the current state of acute food insecurity in the world by

attending monthly FEWS NET Food Assistance Outlook Briefings for BHA, regular browsing of the FEWS NET website, and review of informational emails sent to the USAID

FEWS NET Team listserv.

● Provide logistical and administrative support to budget and technical aspects of FEWS NET

activities, including the design and application of budget tracking systems, program

monitoring, administration of contracts, grants, and agreements, collaboration with

Inter-Agency partners, and expedited organization of decision-support briefings and

information products for emergency and development-related decision-making processes.

● Provide support needed to ensure that FEWS NET’s budget is executed appropriately and

that funds are accounted for completely, accurately, and in compliance with spending

authorities.

● Report on comparisons of budget plan to actual funding consumption by IPs to develop

forecasts for the current operating year and to develop future operating year budget plans

from knowledge and familiarity with current IP activities.

● Work with FEWS NET program managers to develop methods, data, and information

products for presentation of FEWS NET’s goals and objectives in the BHA Operating Year

Budget (OYB) request process.

● Assist in developing the FEWS NET budget information and reporting systems for use by

program managers in the decision and policy-making process.

● Assure that program plans and projects are conceived and carried out consistent with sound

budget management techniques.

● Review and update documentation and procedures that describe existing work processes and

develop new procedures and documentation when needed.

● Develop, implement, and track OYB financial plans, including the determination of

discrepancies in various tracking systems and the resolution of any contradictory data.

● Draft, develop, and follow through to completion program documents and activities related to

program implementation (e.g., funding obligations, project implementation letters, provision

of grants, contracts, Participating Agency Program Agreements (PAPAs), and related

amendments, and requests for purchase of goods and services).

● Advise management to ensure available funds are programmed, reprogrammed, or

de-obligated on a timely basis.

● Monitor and review contractor agency invoices and financial reports and identify

discrepancies in financial data.

● Provide trip reports, oral, written, and visual presentations, and other written documentation

in a timely manner, as appropriate and consistent with USAID policies and objectives.

● Assist in planning, oversight and reporting on program activities in relation to established

goals and objectives.

● Assist in planning and review of work plans and studies on the long and short-term direction

of program activities.

● Compile written and oral briefings and reports for the USAID FEWS NET Team that deal

with outstanding program actions, fiscal data, and program implementation status.

At the GS-12 Equivalent Level:

In addition to the above duties, the following duties will be performed at the GS-12 Level (If the

PSC is promoted during contract performance):

● Conduct detailed analyses of complex functions and work processes to make

recommendations for improvement in the effectiveness and efficiency of work operations. Develop new methods and management processes.

● Counsel and advise program managers on methods and procedures, management surveys,

management reports, and control techniques.

● As needed, perform program analysis to meet the special information needs that might arise

through interactions with USAID/Washington bureaus, USAID Missions, other USG

agencies, and a diverse group of partners in foreign governments, and international and

non-governmental organizations regarding FEWS NET activities.

● Support execution of program activities, keeping abreast of program developments and

helping to ensure the responsiveness of RAD and FEWS NET to overall USAID, BHA, and

TPQ goals and needs.

At the GS-13 Equivalent Level:

In addition to the above duties, the following duties will be performed at the GS-13 Level (If the

PSC is promoted during contract performance):

● At the request of the FEWS NET Team Leader, represent the FEWS NET Team at Monthly

BHA/Office of Acquisition and Assistance Procurement Planning Meetings.

● In consultation with the FEWS NET Team Leader and program managers, and with in-depth

knowledge of current and planned awards to IPs, lead the development of the FEWS NET

Team’s annual OYB request for submission to TPQ leadership.

● With the FEWS NET Team Leader, participate in oral and written presentation and

justification of the FEWS NET Team’s annual OYB request.

● Represent FEWS NET in Agency and BHA forums, to include mid- and senior-level

managers and decision makers, where detailed knowledge of programmatic aspects of the

FEWS NET activity is required.

All GS Equivalent Levels:

● Sign up for and serve as needed on Washington-based Response Management Teams

(RMTs), which provide services and support to Disaster Assistance Response Teams

(DARTs) deployed in response to disasters. The duties on RMTs will vary.

● Serve as the BHA after-hours duty officer on a rotational basis for approximately one week

every six months.

● As needed, the Program Analyst may agree to serve on DARTs which may require immediate

(within 24 hours) deployment overseas for an extended period of time.

● As needed, may serve on temporary detail within the office to meet operational needs during

staff shortages, not to exceed six months. Duties performed while on detail will be aligned

with the Team’s existing duties and responsibilities and will be directly related to the scope

of work provided.

● Become certified and serve as an Agreement Officer’s Representative/Contracting Officer’s

Representative (AOR/COR), as assigned. The AOR/COR provides financial and

programmatic oversight of all aspects of managing the agreement or contract; this includes

but is not limited to reviewing invoices, requests for approvals, program/project deliverables

(i.e. work plans, annual reports, month status reports), travel requests, key personnel

requests, and financial/budget reports. They are responsible for drafting and submitting the

annual contractor performance evaluation in Contract/Assistance Performance Assessment

Review System. They prepare and review contract/assistance modifications documentation

and assist the Contracting/Agreement Officer to ensure performance is compliant with the terms and conditions of the contract/agreement, the FAR, and USAID policy. AOR/CORs are

responsible for all related requirements set forth in the COR designation letter and the AOR

designation letter.

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

(Determines basic eligibility for the position. Offerors who do not meet all of the education and

experience factors are considered NOT qualified for the position.)

At the GS-11 Equivalent Level:

High School Diploma and at least seven (7) years of experience working in government, a large

organization, or a business setting, with responsibilities related to humanitarian assistance and/or

international development.

OR

Bachelor’s degree with significant study in or pertinent to the specialized field including, but not

limited to, public administration, business, international development, disaster management,

agriculture, human nutrition, agricultural economics, or other related field, plus three (3) years of

progressively responsible experience working in humanitarian assistance and/or international

development.

OR

Master’s degree with significant study in or pertinent to the specialized field including, but not

limited to, public administration, business, international development, disaster management,

agriculture, human nutrition, agricultural economics, or other related field, plus two (2) years of

progressively responsible experience working in humanitarian assistance and/or international

development.

At the GS-12 Equivalent Level:

High School Diploma and at least nine (9) years of experience working in government, a large

organization, or a business setting, with responsibilities related to humanitarian assistance and/or

international development.

OR

Bachelor’s degree with significant study in or pertinent to the specialized field including, but not

limited to, public administration, business, international development, disaster management,

agriculture, human nutrition, agricultural economics, or other related field, plus five (5) years of

progressively responsible experience working in humanitarian assistance and/or international

development.

OR

Master’s degree with significant study in or pertinent to the specialized field including, but not

limited to, public administration, business, international development, disaster management,

agriculture, human nutrition, agricultural economics, or other related field, plus four (4) years of

progressively responsible experience working in in humanitarian assistance and/or international

development.

At the GS-13 Equivalent Level:

High School Diploma and at least eleven (11) years of experience working in government, a

large organization, or a business setting, with responsibilities related to humanitarian assistance

and/or international development.

OR

Bachelor’s degree with significant study in or pertinent to the specialized field including, but not

limited to, public administration, business, international development, disaster management,

agriculture, human nutrition, agricultural economics, or other related field, plus seven (7) years

of progressively responsible experience working in humanitarian assistance and/or international

development.

OR

Master’s degree with significant study in or pertinent to the specialized field including, but not

limited to, public administration, business, international development, disaster management,

agriculture, human nutrition, agricultural economics, or other related field, plus five (5) years of

progressively responsible experience working in humanitarian assistance and/or international

development.

SELECTION FACTORS

● Ability to obtain and maintain a Secret up to Top Secret/Sensitive Compartmented

Satisfactory verification of academic credentials.

OFFEROR RATING SYSTEM

The offeror rating system factors are used to determine the competitive ranking of qualified

offerors in comparison to other offerors. Offerors must demonstrate the rating factors outlined

below within their resume, as they are evaluated strictly by the information provided. The rating

factors are as follows:

Professional Experience (25 points)

● Experience working with organizations (donor, NGO, private sector, and/or academic)

engaged in humanitarian assistance, disaster management, and/or international

development projects.

● Experience with the administration of contracts, grants, cooperative agreements, and/or

inter-agency agreements, including funding actions and billing.

● Experience with organizational and/or project budget development and tracking

activities.

Knowledge, Skills, and Abilities (25 points)

● Knowledge of the general concepts, policies, and practices of USG, international and

non-governmental organizations, foreign governments, and the private sector in carrying

out humanitarian assistance, disaster management, and international development

projects.

● Knowledge of U.S. Government policies and procedures governing the solicitation,

award, and administration of contracts, grants, cooperative agreements, and/or

inter-agency agreements.

● Demonstrated ability to learn and apply software systems and tools to manage and track

the administrative management of contracts, grants, cooperative agreements, and/or

inter-agency agreements, including funding actions and billing requests/approvals.

● Demonstrated ability to learn and apply software systems and tools to compile and

summarize budget requirements of an activity or collection of activities, and to track and

compare actual spending with a budget plan.

Communication (20 points)

BASIS OF RATING: Offerors who meet the Education/Experience requirements and Selection

Factors will be further evaluated in accordance with the Offeror Rating System. Those offerors

determined to be competitively ranked may also be evaluated on interview performance and

satisfactory professional reference checks.
