• provide comprehensive support to the Project Manager in all aspects of project implementation, in close cooperation with the Governance Unit, in accordance with the project document, annual work plans and other joint agreements between the Government and UNDP;
  • provide analytical support and knowledge products in the area of youth empowerment, inclusion and employment; 
  • support in coordinating/consolidating reports from all participating countries for presentation to the donor and other relevant parties;  
  • provide expertise in the day-to-day implementation of both country-level and regional-level project activities;
  • support the Project Manager and the Governance Unit in preparation of project related documents; 
  • ensure effective communication with national and local partners and other relevant parties;
  • ensure timely preparation and update of project annual and detailed work plans, project progress reports and other related documents; ensure timely, smooth and efficient project implementations for effective delivery of project activities and expected outputs through close communicating with local specialists and UNVs;
  • assist in organizing and/or coordinating project events including Regional Dialogues
  • facilitate research activities and elaboration of joint knowledge products at the national and regional level;
  • support the Project Manger in coordinating smooth implementation of in-country project activities and attaining the overall project objectives in close cooperation with local authorities and other relevant parties as stated in the project document; 
  • support the Project Manager in enhancing relationships with national partners and the donor, provide partners with advanced technical assistance;
  • assist in organizing Technical Working Groups, Steering Committees and other necessary meetings;
  • provide support in implementation of UNDP Communication Strategies working with UNDP/UN Communications and PR experts;
  • maintain close liaison with national project partners, ensuring optimum participation and promoting ownership of the Government in the implementation of the project; as well as ensure coordination of the project activities with other stakeholders at the national level;
  • provide support in ensuring compliance of project business processes with UNDP Project Operational Policies and Procedures and UNDP Standard Operating Procedures;
  • comply with UN security and safety requirements and regulations;
  • perform other duties as requested by the Project Manager and the Governance Unit. 
  • support in developing of Terms of Reference for national UNV staffs, project consultants and potential service providers and ensure proper delivery of technical services and submission of technical and other reports;
  • support drafting annual project work plan in consultation with major national project stakeholders;
  • support preparing and updating work plans and budgets;
  • support financial allocations, ensure timely payments in accordance with UNDP rules, regulations and procedures, and generate Atlas reports, including combined delivery reports at the national and regional levels;
  • assist in preparing procurement plans and overseeing procurement and logistics for project implementation;
  • produce periodical annual project progress reports and financial reports;
  • provide regular updates on the project progress to the Project Manager and Programme Analyst/Head of Governance Unit;
  • work closely with other UNDP Governance initiatives to ensure that the project is contributing effectively to overall performance of the UNDP Governance Unit;
  • perform other duties as required.
  • establish and maintain contacts and cooperation with the relevant UN Agencies, government institutions, bilateral and multilateral donors, private sector, civil society engaged in PVE;
  • undertake horizon scanning and explore opportunities for resource mobilization in consultation with the Project Manager and Programme Specialist/Head of Governance Unit;

  • Master’s degree in social sciences, international development, community development, economics, public administration or a related field. (Bachelor’s degree with additional two years of experience).
  • At least 4 years with (or 6 years with Bachelor’s degree) of relevant professional experience related to programme/ project management;
  • professional experience related to youth empowerment/ youth participation/community development is an asset;    
  • proven experience in working with local authorities, partners and communities;
  • experience in analysis of complex issues, design and implementation of plans;  
  • proven record of theoretical knowledge and practical experience in the area of governance, community development, local economic development, job generation and youth engagement initiatives;
  • proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders;
  • strong computer (MS Office) skills with ability to use information technology as a tool and resource.
  • Fluency in Russian and English with proven drafting and presentation skills;
  • Fluency in Kazakh is a strong asset.
