Turkey is the country with the highest number of refugees in the world. The current number of registered Syrian population is currently over 3,6 million. Around 98 percent of Syrian refugees live outside camps in host communities, the majority concentrated around the border provinces, with significant impact on the national/local labour market and creating additional demand for basic services to be delivered by service providers, i.e. national and local governments. Syrian refugees residing in Turkey are mainly located in Southeast Anatolia region bordering Syria, but as the crisis is prolonged, the population is now significantly expanding to other regions as well.

The Government’s response to the Syrian crisis is led and coordinated by the Ministry of Interior  Directorate General for Migration Management (DGMM), while other line ministries and central/local government agencies are increasingly involved in the response. Local municipalities play a critical role in the implementation of the response. As a result of the protracted nature of the crisis, there is an increasingly strong call for a multi-sector resilience based response.

The Turkey Chapter of the Regional Refugee and Resilience Plan (3RP) addresses the challenges through both humanitarian (refugee) and development (resilience) perspectives, within the context of six sector responses (livelihoods, protection, basic needs, health, education and food security). The 3RP Turkey Chapter highlights the increasing need and importance of the resilience response, reflected both in terms of type of support required as well as the resilience budget partners appealed for, which now represents the majority of the 3RP appeal.

UNDP and UNHCR have a regional level MoU outlining the core coordination responsibilities in response to the Syria crisis, with UNDP having an agreed lead coordination role on resilience.

UNDP co-leads the coordination of 3RP with UNHCR, and focusses on strengthening resilience related support across all 6 sectors. This includes, amongst others, a stronger focus on support to strengthening of capacities of both national and local partners (municipalities in particular).

Livelihood plays a vital role in ensuring the SuTP and vulnerable communities to become more self-reliant and reduce risks and vulnerability. To address the challenges of access to livelihood and employment require a combination of short-term and long-term solutions and considerations of both local/regional/national contexts. It further requires close collaboration with the GoT and its local and accredited agencies and strong partnership with the private sector to rally for job creation and support for advocacy efforts.

 

The Livelihoods Sector has accumulated experiences that will be useful to jumpstart the implementation of 2020/2021 plan. The sector has designed a comprehensive strategy aiming at supporting both the supply and the demand side of the labour as well as the enabling environment; This involves technical skills training, support to small businesses for job creation, as well as support to self-employment and other income opportunities.

 

UNDP co-chairs both the Syria Response Group (head of agencies level) and the Syria task force (attended by UN agencies, NGOs and donors). UNDP takes active part in about 4 sectors, namely Livelihoods, Basic Needs, Protection and Food Security.

At the national (Ankara) and regional (Gaziantep, Izmir, Hatay) levels, the Livelihood Sector is coordinated by a Livelihood Sector Coordinator supported by an Information Management Assistant (IMA). Regional/local coordination mechanism may be established in other regions i.e. Izmir and Istanbul to support partners when necessary, and as funds become available.

The Livelihoods Sector Working Group consists of over 70 partners, including UN agencies, civil society, Government (Ministry of Labor, AFAD and Iskur- the Turkish Employment Agency) and private sector (i.e. Chambers of Commerce and Industry).

 

Under the guidance of the Resilience Advisor, the Livelihoods Sector Coordinator will:

COORDINATION

  • Coordinate the Livelihoods Sector activities and deliverables, with national coverage.
  • Chair a forum for information sharing and coordination amongst Turkey Regional Refugee and Resilience Plan (3RP) partners including relevant public institutions and other actors operating outside the 3RP with respect to jobs and livelihoods support to both Syrian refugee and Turkish host communities in camps and host communities;
  • Guided by the New Way of Working (NWoW): lead joint livelihoods assessments and analyses; link assessments with key technical stakeholders and dissemination of accurate reports to all stakeholders; facilitate and encourage joint implementation; 
  • Undertake a mapping of all ongoing livelihoods activities and capacities within the LH sector as well as across other sector as a basis for guiding the sector and setting future priorities;
  • Support the UNDP Resilience Advisor to identify issues of concern and bring to the attention of the Syrian Task Force (STF), government and   high level forums functioning in Ankara.
  • Regular monitoring and review of the implementation of both Refugee and Resilience components of Livelihood Sector outputs of the Turkey 3RP. Within this, seek to strengthen Resilience based approaches for all activities, and track the improvements in the approaches being developed and implemented through use of the 3RP Resilience Lens Marker including: Capacity Development, Sustainability & Social Cohesion and Stability. 
  • Be responsible for the coordination of regular reporting of the results of the livelihoods sector through the online system of Activity Info capturing: what is being done, where, when, donors, partners, and upcoming pipeline project activities – to map all activities within the Livelihoods Sector to assist overall coordination, avoid duplications, and maximize synergies within the Livelihoods Sector.  
  • Link and coordinate with other Livelihoods actors, including international financial institutions and other bilateral development actors.
  • Represent UNDP and the Livelihoods Sector at field and central level Inter-Sector Working Group;
  • Represent UNDP in other coordination working groups operational where UNDP has programmatic involvement, including Basic Needs, Education, Protection and Food Security, as well as relevant including task forces and subsector working groups, in close cooperation with UNDP portfolios and program staff.
  • Represent UNDP in Inter Agency Task Force in Gaziantep;
  • Further development and implement inter-sector workplans to reinforce linkages with other sectors, including Protection, Basic Needs and Food Security and Agriculture
  • Further strengthen cooperation with key (Government) counterparts at both national and local levels.

 

DEVELOPMENT OF STRATEGIES/ TOOLS

  • Identify needs, gaps and develop strategy and work plan for the Livelihoods Sector;
  • Further develop the livelihoods sector strategy, tools and packages to support the continuum of livelihoods support from beneficiary selection to sustainable income generation;
  • Support existing information data management services and/or develop new systems to facilitate information sharing and coordination with the identification of needs and coverage and gaps in the provision of support; 
  • Liaise with coordination groups at field and central level to ensure effective development and implementation of guidelines/procedures (e.g. guidelines on cash assistance and other livelihood initiatives) in the host communities.
  • Identify relevant issues in consultation with stakeholders and develop relevant study guidelines.
  • Lead the 3RP planning process for the livelihoods sector.

 

ACTION PLANS

  • Develop Action Plan for Sector, making sure action oriented decisions will take into account government policies, relevant existing context, achievements, challenges, and funding realities; 

Support advocacy to facilitate the implementation of recommended action plans.

Education:

Advanced university degree (Master’s Degree or equivalent) in:

 

  • Business or Social Sciences (Business Administration, International Development, International Relations etc.), Social Science, other related fields or;
  • A combination of relevant academic background (at least a first level university degree id est Bachelor’s degree or equivalent) and extensive relevant professional experience in a related area may be accepted in lieu of advanced university degree.

 

 

Experience:

  • Minimum of eight (8) years of progressively responsible experience in development work;
  • At least 3 years of experience with project implementation of livelihoods, private sector and/or enterprise-oriented initiatives in humanitarian and/or development setting or a related field;
  • At least 2 years of work experience with an UN agency
  • Experience in humanitarian response and recovery operations (complex emergencies and/or natural disasters) is considered a strong asset

 

 

Language Requirements:

Fluency in written and spoken English and Turkish is essential.

Fluency in written and spoken Arabic is an asset

 

Other Skills:
