Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of the Field Officer, the UN Volunteer will undertake the following tasks:

  • Facilitate regular participatory assessments using the age, gender and diversity perspectives to fully understand the population of concern and triangulates regular feed backs from the beneficiaries of the livelihood projects implemented;
  • Propose a national livelihoods strategy, including linkage with Cash-based and Community-Based interventions;
  • Assist in formulating community-based strategies for sustainable livelihood/agriculture interventions in line with UNHCR policies;
  • Participate in the UNHCR’s operation planning, advice on the activities to improve self-reliance of refugees and advocate for the inclusion of livelihood priorities into the Country Operation Plan;
  • Liaise with implementing and operational partners as well as forcibly displaced persons to develop specific activities to address livelihood concerns of the communities affected by violence or hosting forcibly displaced persons, and support community initiatives in these areas;
  • Monitor and follow-up with relevant UNHCR Implementing Partners and beneficiary groups on assistance projects and their impact on self-reliance, and provide advice to the operation to improve the impact and to overcome obstacles for timely implementation of the project(s);
  • Collect and compile information on legal, social and economic status/development in refugee hosting areas, that will enable UNHCR and its' partners in formulating interventions that will promote the environment and the socio economic wellbeing of refugees, taking into account such dimensions as gender, age, diversity and environmental protection;
  • Maintain close contact and cooperation with partners both in the public and NGO sector in order to harmonize activities relating to socio economic wellbeing of refugees;
  • Establish a network with other relevant stakeholders such as UN Agencies and the private sector to promote synergies and advocate for access for forcibly displaced persons to already available services in El Salvador;
  • Organize trainings on livelihoods, economic inclusion and other similar areas, director to UNHCR, partners, governmental institutions and the private sector;
  • Create SOPs and tools to assess, implement, monitor and evaluate livelihoods interventions and their impact in a schematic manner;
  • Organize and implement risk assessments with key stakeholders;
  • Any other responsibilities/functions deemed necessary or as delegated by the Supervisor/ Head of the office in order to meet the level of the services in the organization.

Qualifications/Requirements

Required degree level: Bachelor degree or equivalent

Education - Additional Comments:

Business Management, Socio-Economics Development, Economics/ International Economics, Rural Development, Financial Management or other relevant fields.

Required experience: 24 Months

Experience remark:

Minimum of two (2) years of relevant professional experience, preferably at the international level.

Language skills:

  • Spanish(Mandatory), Level - Fluent
  • English(Mandatory), Level - Fluent

  • Community participation and development Mandatory Technical competencies in sectors relevant to livelihood programming e.g. agriculture, vocational training, employment promotion, entrepreneurship building, cash assistance, social finance.
  • Good knowledge and understanding of community development approaches.
  • Proven experience in planning, implementing, and monitoring livelihoods programmes.
  • Experience in working effectively with UN organisations, international and national NGOs, and with government authorities at national level.
  • Understanding of UNHCR livelihood framework and standards is an asset.
  • Strong interpersonal skills and communication skills in a multi-cultural setting.
  • Ability to complete tasks within a set, flexible and team players.
  • Good analytical skills.
