The Ukrainian Red Cross Society (URCS) – the largest humanitarian organization in Ukraine with a hundred years’ experience that in times of armed conflict and natural disaster protects human life, prevents and alleviates suffering, and assists its public authorities in their activities in the humanitarian sphere. The URCS is part of the International Movement of the Red Cross and the Red Crescent, the largest humanitarian network in the world.

Position Summary:

The URCS National Committee (HQ) is seeking a CashTransferring Programming (CTP) Focal Point (FP) basedin its Kyiv office, with frequent travels. The URCS CTP FP is in charge of the development and quality implementation, monitoring and reporting of Cash Transferring Programming in the URCS.

Purpose

To develop, mainstream, implement and monitor the URCS CTP PoA and provide technical support to cash-based interventions of URCS.

Key tasks and responsibilities

The CTP focal point is responsible for the following tasks:

– Develop the URCS CTP PoA and oversea the PoAtasks implementation;

– Produce monthly CTP PoA progress updates;

– Coordinate and formalize the Cash Working Group (CWG);

– Be the owner of the cash modality methodologies and tools across all the active sectors; develop necessary Standard Operating Procedures (SOPs);

– Update the Financial Service Providers (FSP) mapping on regular bases;

– Support mainstreaming of the CTP into contingency plans, M&E systems, training curricula, etc.;

– Liaise with external stakeholders and represent the URCS on the relevant local and international meetings;

– Advocate the CTP modality, based on the adopted position paper, and ensure that branches of the URCS have necessary tools and knowledge for CTP in emergencies; promote CTP within URCS, to build engagement and ownership;

– Collect information from the URCS branches and projects and produce CTP reports;

– Support the assessment of the feasibility of CTP in relation to Forecast based Financing.

Organizational considerations

The CTP focal point is expected to work in close collaboration with all departments in URCS National Committee that are involved in URCS programme management (DM, Health, Finance, Logistics, OD and Communications, etc.).

Qualification requirements

– University degree, preferably in the field of social science, project management, humanitarian faculty or Civil Protection related background;

– A minimum of three years’ work experience with CTP in the humanitarian/development sector;

– Experience in research, data collection and analysis, and reporting;

– Experience as a presenter to external audiences and as a training facilitator;

– Good understanding of preparedness/contingency planning and disaster response within the National Society;

– Excellent coordination skills, including the ability to liaise with various agencies/individuals, organize events, prioritize work and ensure a smooth flow of information and an environment of cooperation and information-sharing;

– Diplomacy and good interpersonal skills;

– Capacity to remain calm under pressure and not lose sight of strategic priorities;

– Ability to work independently and with people located in different geographical locations and in other organizations;

– Excellent analytical skills with ability to influence decision-makers;

– Integrity and honesty in dealing with confidential information;

– Fluency in written and oral English, Ukrainian, and Russian required;

– Knowledge of project management cycle, methodologies and tools;

– Excellent level of computer skills MS Office, Word and Excel;

– Knowledge of the Red Cross and Red Crescent Movement is a strong asset.

Duty Station: Kyiv with frequent travels.

Assignment: Initial 7 month contract with possibility for extension.
