ABOUT OUR MISSION...
The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North, and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and more than 4 500 000 Ukrainians have taken refuge in neighboring countries. About 6 500 000 are internally displaced, mostly in the Western part of the country. In the East, impacts of the conflict are felt and humanitarian operations support people remaining on the frontlines.
SI strategy is to support the population in transit, the IDPs where they are settling and the population on the frontline directly affected by the ongoing conflict through a multisectoral approach including WaSH, Shelter, NFI, Food Security, and Multi-Sectoral Cash activities.
Mission: size, bases, budget, number of expatriates and national staff:
The coordination in Kyiv was the last base opened in the country around September-October 2022. Prior to that SI opened and developed activities in Lviv, Uman, Odesa, Mykholaiv, Dnipro, Donetsk, and Kharkiv. From November 2022 SI also opened activities in Kherson. The mission is also supervising and supporting projects in Moldova with a base in Chisinau working for Ukrainian refugees and host communities.
The budget projected was approximately 30 million for 2022-2023 (from the start to mid-2023). SI expects to support the Ukrainian population in both countries for an expected amount of 24M EUR.
The setup of the mission is the following:
One coordination based in Kyiv
One operational base in Lviv Oblast and sub-base in Uman Raion (Cherkasky Oblast) focusing on IDPs response
One operational base in Mykolaiv with a sub-base in Odesa focusing on humanitarian aid delivery to populations in need in Mykolaivska, Khersonska and Odeska Oblasts.
One operational base in Dnipro
One operational base in Kharkiv
These two bases are focusing on humanitarian aid delivery to Eastern Oblasts (Dnipropetrovska, Kharkivska, Donetska, Luhanska, Zaporizka) and support to IDPs.
One operational base in Chisinau (Moldova) focusing on refugee response.
Key current donors include BHA, ECHO, UNICEF, UHF, and CDCS. Activities on the mission include multipurpose cash distribution, Food distributions, Hygiene, and NFI kit distributions, winterization activities, rehabilitation of housing and collective centers, emergency shelter kit distributions, emergency water distribution, rehabilitation of water and sanitation infrastructure.
The mission is evolving and currently counts around 40 expatriates and 130 national employees.
In Kyiv, there are currently 14 expatriates and 15 national employees so far.
ABOUT THE JOB
General objectives
The Basic Needs Coordinator, as technical advisor on the mission, contributes to the development of Solidarités International strategy by designing and proposing an operational Basic Need strategy for the Ukrainian-Moldovan Mission. He/she specifically guarantees the quality and suitability of proposed operational approaches and ensures the appropriateness of the Basic Need approach in the frame of general SI objectives and needs of the local populations.
The Basic Needs Coordinator is accountable for the follow up of project cycle from the projects design, including proposal drafting as well as the operational monitoring of Basic needs activities implemented in the frame of the Ukrainian crisis.
The Basic Needs Coordinator is the functional line manager of the Basic Needs PMs (together with the Cash Coordinator), and supports them in the implementation of their activities.
He/she contributes to the process of capitalization and the improvement of Solidarités International methods and techniques in the field.
Basic Needs sector is covering all in kind distribution activities, including distribution of hygiene kits, NFI kits, winterization distributions, food kits, and hot meals distribution.
Specific stakes and challenges
Bringing the humanitarian response at scale while complying with rules and regulations;
Ensuring flexibility of programs across 5 bases while maintaining appropriate standardization of approach and processes across the mission
Maintaining rapidity and flexibility of response while managing transition from emergency-style procedures to standard practices (e.g. in beneficiary criteria, monitoring, etc.)
Ensuring compliance to strong national regulations, standards, and laws within the framework of the humanitarian response
Skilled staff with limited experience in humanitarian programs requiring capacity building and training on humanitarian programs and technical aspects.
Priorities for the 2/3 first months:
Develop and implement detailed training programs for program staff
Ensure and support implementation of new programs and distribution processes across the mission
Contribute to programmatic strategy review and development.
YOUR PROFILE
Education:
Masters degree in humanitarian action, development, or any other technical area related to the humanitarian sector
Bachelors degree in a relevant subject with additional relevant experience
Experience:
At least 2 years of experience as Program Coordinator or similar position for an international NGO
At least 4 years of experience in a Program department in humanitarian organization
Previous experience with SI would be an advantage
Previous experience in unstable environment (conflict / post conflict country)
Experience in intervening on emergency context with multi-sectorial response,
Experience in humanitarian external coordination especially in Clusters
Experience of team management
Previous experience in Ukraine would be an asset
Technical skills and knowledge:
Training and capacity building skills
Coordination, and diplomatic skills
MS office.
Good analytical skills, ability to adapt
Good communication and diplomatic skill
Good organization skills.
Capacity to work under pressure in a tense security environment.
Languages: English, knowledge of Ukrainian would be a strong asset.
Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player
SI WILL OFFER YOU
A salaried post:
According to experience, starting from 2 400 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate's country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 700 euros allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are r efunded.
