• Technical assistance by responding to comments on EAC draft MEPS

United for Efficiency (U4E) is a global initiative launched to help developing and emerging markets quickly and comprehensively transition to energy-efficient lighting, room air conditioners, household refrigerators, electric motors and transformers. A well-designed set of policies can help transform these markets by enabling them to leapfrog past outdated technologies to superior, cost-effective alternatives. UN Environment Programme (UNEP) leads U4E, with funding from the Global Environment Facility (GEF) with support from the UN Development Programme (UNDP) and partners from industry and civil society.

In national and regional projects around the world, U4E promotes an Integrated Policy Approach that includes minimum energy performance standards (MEPS); product labelling and communications; financial mechanisms; market monitoring, verification of product performance and enforcement of regulations (MVE); and environmentally sound management (ESM) and safe handling of products. Neighboring countries are encouraged to align policies and collaborate whenever practicable. When working together, countries can lower administrative and compliance costs by minimizing duplicative testing, coordinating inspection of products as they cross borders, requiring the same information on product labels, and so on.

U4E activities in East African Community (EAC) and Southern African Development Community (SADC) include the Rwanda Cooling Initiative (R-COOL) that has produced an award-winning National Cooling Strategy, MEPS and labelling for air conditioners and refrigerators, product registration system recommendations and communications campaign. U4E is working together with the East African Centre of Excellence for Renewable Energy and Efficiency (EACREEE) and the SADC Centre for Renewable Energy and Energy Efficiency (SACREEE) to harmonize the refrigerating appliances and room air conditioners minimum energy performance standards in East and Southern Africa. The products are targeted in these regions due to the significant energy, climate and development benefits and opportunities.

A consultant is needed to continue the activities of the project, which will finalize the MEPS for cooling products in both EAC and SADC regions. SADC has finalized the votes and a regional workshop is planned to be held for final communication to regional standards body and thereby publish as a regional standard. National consultation meetings are planned in EAC region.
In addition, the consultant shall support the activities of Green Climate Fund (GCF) project in The Gambia-‘National Framework for Leapfrogging to Energy Efficient and Climate Friendly Air Conditioners and Refrigerators’. The project aims to develop an integrated policy strategy that results in a comprehensive legislative framework for energy-efficient air conditioners and refrigerators in The Gambia and the consultant shall support in project deliverables. Furthermore, the consultant shall engage and coordinate with national consultant to improve the national MEPS approval process in South Africa.

The consultant is required to support the execution of the delineated activities:
• Participate and present in national consultation meetings with the EAC countries Establishing and convening a meeting of a PWG inclusive of strategic stakeholders.
• Address comments from countries on the documents and update the MEPS as needed in consultation with the U4E team and other experts.
• Participate and present in a several days long regional consultation workshop.
• Delegating collection of votes from EAC countries
• Engage and coordinate with national consultant to improve the national MEPS approval process in South Africa
• Additional U4E support, e.g. outreach, proposal development as required
• Under the GCF Gambia project, the consultant is responsible for the following activities:
o Participate and present in a capacity building workshop for government stakeholders.
o Support the setting up of the Policy Working Group (PWG) and participate in meetings (a minimum of 5 meetings are planned during the 24 months of the project).
o Support the development and writing of the market assessment.
o Support the kicking off the work on the national cooling action plan.
o Coordinate with stakeholders from Ministry of Energy on the project activities.
o Track and periodic review as part of GCF reporting. Qualifications/special skills

• Advanced university degree at Masters level in energy studies or any related field.
• At least 4 years of professional experience with energy efficiency policies and programmes.
• Sufficient knowledge of the SADC and EAC energy situation, energy (renewable energy and energy efficiency) policies, legal and regulatory frameworks.
• Strong familiarity with the informational needs of senior decision makers in regional and national energy-related organisations and initiatives.
• Excellent written and oral communications skills on technical and policy aspects of energy policies and programmes.
• Basic familiarity with air conditioner and refrigerator markets or similar.
• Experience in developing and building coalitions of support for new initiatives Languages

• Fluency in spoken and written English is required.
