Org. Setting and Reporting

This position is located in Bamako, in the Strategic Communication and Public Information section of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The TV/Video Producer reports to the Chief of Multimedia, under the overall supervision of the Director.

Responsibilities

The TV/Video Producer is responsible for overseeing and coordinating the production of high-quality video material for broadcast and multimedia use in support of the Mission's mandate implementation, to provide information and to publicize the Mission and its activities to a variety of audiences.

Under the overall guidance of the Chief, Communication and Public Information Officer and the direct supervision of the Head of the Video Unit, he/she will be responsible for the following duties:

• Manage the Video Unit within the Multimedia Unit of the Communications and Public Information Division by:
-Supervising and coordinating the work of the video unit’s staff;
-Preparing budgets and overseeing expenditure of productions, as well as procurement of equipment;
-Taking overall responsibility for the Division’s video equipment, its maintenance and service.

• Produce high-quality video material for broadcasting and multimedia outlets by:
-Conceiving, preparing proposals, writing, filming and editing specific video features for use by Mission components and the UN Department of Public Information;
-Pitching feature stories that directly relate to UN priorities;
-Proposing programme formats, technical approaches and innovations;
-Writing the content of video scripts for news and features;
-Filming and editing high-quality format feature pieces and interviews for broadcasting and multimedia outlets for the Mission as required;
-Performing principal video work covering the Mission’s activities, liaising with the Mission’s civilian, military and police components;
-Shooting and editing high-quality, fast-paced short packages for use in multimedia digital platforms and social media;
-Overseeing post-production work;
-Maintaining daily contacts with news syndicators, broadcasters and other partners;
-Providing stock footage, liaison services, as well as technical support to international and local press organizations.

• Oversee and coordinate the use of video on digital platforms by:
-Developing, driving and measuring the success of digital platform strategies;
-Coordinating the distribution of news stories about UN activities in the field via all MINUSCA digital platforms;
-Working closely with in-house IT services and engineers for problem-solving, as well as ongoing improvement efforts related to efficiency and ease of creating and posting to all digital platforms.

Competencies

PROFESSIONALISM: Excellent knowledge of the work of UN peacekeeping and its specialized agencies, funds and programmes; Substantial and diverse expertise in all areas of video production; Sound editorial judgment and political sensitivity; Deep knowledge of filming and editing, as well as detailed experience utilizing both in the creation of video products; Proven ability to conceptualize, write, create and produce creative television productions, as well as other multimedia products; familiarity with the TV news broadcasting industry; Proven experience developing and managing on-line and social media presence. Education

Advanced university degree (Master’s or equivalent) in journalism, communications, broadcasting, public relations, international relations, computer science, or a related area. .A first-level university degree with in combination two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Technical training in video production is an advantage.

Work Experience

Minimum of five years of progressively responsible professional experience in video production. Experience in multimedia, social media and digital communication platforms and in filming and editing video products is required. Experience working in a post-conflict or developing country is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both oral and written French and English is required.

• This Temporary Job Opening is for an initial period of 3 months. Further extensions are subject to availability of funds. Both internal and external candidates are encouraged to apply.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
