Background:

The post is financed from the Extra Budgetary project "In support of strengthening capacities of Ukrainian authorities in preventing and combating illicit trafficking in weapons, ammunition and explosives in all its aspects". This position is temporary as maternity leave replacement. The initial contract is until 31 December 2021 with the possibility of extension up to one year.

Tasks and Responsibilities:

Under the direct supervision of the National Procurement Officer, the incumbent performs the following duties:

Travel

a) Acts as a Travel Focal Point for the PCU and informs mission members about the OSCE Travel Rules, Regulations and Instructions;

b) Provides help, assistance and explanation in filling out OTA (Official Travel Authorization) and TC (Travel Claim) forms to the PCU mission members;

c) Prepares quotation for tickets; chooses the most economic itinerary based on quotations received for further booking of tickets;

d) Creates Purchase Orders (PO) in Oracle for air tickets for all programmes, based on the received Purchase Requisitions (PRs);

e) Distributes air tickets among the mission members;

f) When necessary, makes reservations of hotels and other means of transportation for the OSCE mission members and visitors while on official business;

g) Checks and analyses monthly reports on travel charges and informs the Chief of Fund Administration Unit (CFA) on any discrepancies found;

h) In timely manner reports to CFA on any problems, inefficiencies and misconduct in relation to travel or travel arrangements;

i) Uploads updated travel-related forms such as Daily Substance Allowance, Boarding Lodging Allowance, Travel Claim and Official Travel Authorization forms into Doc-in;

Procurement

a) Assists in and contributes to planning and management of ExB projects procurement and contractual aspects related to purchasing of diverse goods and services in accordance with the OSCE procurement rules and procedures. Participates in market comparative analysis;

b) Performs procurement of goods and services required by the PCU, ensuring its compliance with related OSCE regulations, and executes relevant transactions in Oracle. Regularly creates and makes final closure of Purchase Orders (POs);

c) Identifies potential suppliers and verifies their reliability in accordance with OSCE standards. Continuously maintains the OSCE Vendor Registration Database ensuring that all entries are properly documented and filed;

d) Regularly liaises with OSCE suppliers in regards to various issues: delivery terms for goods and services; warranty issues; price schedules and terms of payment; acceptance and signing of POs;

e) Obtains price offers from contractors and places Purchase Orders for goods and services within established Local Window Contracts; places Blanket Releases for purchasing of goods within established Corporate Window Contracts; handles Informal Price Solicitation procedures for lower value procurements: obtains competitive quotations from vendors; makes analysis of the offers and price comparison to determine lowest and best supplier; makes necessary records and documentation to properly keep procurement files;

f) Conducts Requests for Quotation (RFQ) procedures: prepares and issues Request for Quotation Forms and other related documents; obtains competitive quotations from bidders; makes administrative examination and financial evaluations; prepares Evaluation Reports;

g) Assists in preparation of other procurement related documents including, but not limited to: Sole-Source Contracting forms, Contractor Performance Evaluation Forms, clarification notes. If required, assists in drafting contract documents with vendors.

h) Maintains procurement files and records/procurement archives.

Performs other duties as required

Necessary Qualifications

  • Completed secondary education supplemented by commercial courses/courses on purchasing techniques or other type of training relevant to the job;
  • Training in administrative/procurement field is desirable;
  • Minimum 4 years of working experience in the field of procurement, administration, contracting, logistics or other related areas, part of which should preferably have been in an international environment;
  • Computer literate with practical profound experience in Microsoft Office (Word, Excel, PowerPoint, Outlook), web search engines, e-mail applications and ERP systems;
  • Prior experience in the use of IRMA/Oracle would be an asset;
  • Excellent oral and written communication skills in English and Ukrainian.

Remuneration Package

Monthly remuneration subject to social security deductions is EUR 1029. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
