Background:

The Transport Unit, among other duties, is responsible for all transport matters of the Mission in accordance with the CRMS. It is responsible for fleet management of all Mission vehicles, both technical and operational, database management of all vehicle statistics, liaison with all outside contractors on all transport matters, including maintenance, new vehicle purchases, insurance matters, warranties, etc., supervision and quality assurance of external maintenance contractors and for providing transport training to all Mission members.

The main purpose of the job is to ensure that all Mission vehicles are operational at all times and that reliable and safe transport services are provided in support of the Mission’s operations. An additional purpose of the role is to ensure that all vehicles are regularly serviced and that scheduled technical inspection, vehicle registration and insurance process is completed in due time and manner. The Transport Maintenance Administrator has a lead role in securing that appropriate and legitimate service is undertaken by the authorized service dealers contracted by the Mission and all the work is completed in compliance with the Maintenance Agreement and in the best interest of the Mission.


Tasks and Responsibilities:

Under the direct supervision of the National Transport Officer, the successful candidate will be tasked with the following duties:

1. Developing and implementing a program of preventive maintenance for the OSCE transport fleet in Bosnia and Herzegovina, and monitoring and reporting on the program implementation; Regularly planning maintenance costs for the Vehicles Fleet (on an annual, quarterly and/or monthly basis);

2. Monitoring maintenance works performed by contracted garages to ensure that they are accomplished in accordance with terms and conditions of approved contracts as well as quality standards. Checking if additional maintenance work is needed, even if not included in the contract, requesting cost estimates and seeks appropriate approvals; following up on the appropriate implementation;

3. Thoroughly examining the work done on vehicles by contracted garages and checking that the pro-forma and final invoices match approved work and costs and are in accordance with OSCE request(s). Controlling all other invoices related to the Transport Unit for verification and approval in e-Office;

4. Importing data in the FleetWave Data Base related to TMS tasks (Creating Vehicle modules, opening JCs, entering data including invoices, closing JCs and attaching documentation, etc.); Keeping accurate records of expiration dates of technical inspections, insurance and registration and initiating the renewal process in a timely manner;

5. As a technical expert, advising, proposing solutions and making recommendations of a technical nature to both his/her supervisor, for the purpose of further planning, and vehicle users, for the purpose of solving vehicle problems (such as providing a technical advice and/or instruction to a MM on the road);

6. Conducting periodic checks of technical correctness and general condition of all vehicles, making proposals to fix observed defects and taking necessary action within a defined time frame.

Necessary Qualifications:

Completed secondary education, preferably a technical school; Driving license “B” and “C” category; Minimum 4 years of working experience in general car maintenance, including mechanical inspection and body repairs; Good knowledge of the new vehicle generation technologies (hybrid, automatic gearbox); Computer literate with practical experience using Microsoft applications; Very good oral and written communication skills in English and local language(s).

Desirable:

Vocational training/certification in automotive mechanics/repair, or a related field; Working experience in an international environment.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 2,298.08 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
