What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The operational environment of the ICRC is constantly evolving, challenging ICRC’s ability to maintain close proximity with populations affected by armed conflict and other situations of violence. Effective security and crisis management is therefore an imperative for the ICRC, in order to fulfil its humanitarian mandate. This entails identifying and proactively mitigating against risks that threaten our global workforce, assets and reputation, as well as responding rapidly and professionally when critical incidents occur or when an operational emergency strikes which exceeds the ICRC’s pre-existing capacity to respond in the field. The Security & Crisis Management Support Unit (SCMS) has a watchdog function and bears chief responsibility for security policy and providing operational support through guidance, training and field missions, as well as facilitating and instigating emergency procedures, such as the mobilisation of staff and resources to meet the required needs in field delegations.

SCMS unit sits within the Operations Department and is led by a Head and Deputy Head, composed of a team of over 20 colleagues, six of which are based in the field providing technical guidance directly to delegations, particularly those in volatile contexts.

Purpose

The Security & Crisis Management Associate will contribute to the compilation, preparation, validation and visualisation in dashboard (Tableau) format of 1) ICRC’s weekly, quarterly and annual security & safety incident data and 2) the quarterly updated implementation rate of the institutional Minimum Security Requirements across all field delegations. Through a consultative process, particularly with the Security and Crisis Management Support Unit, the Associate will draft and ensure verification of dashboard contents and design, ensuring its technical implementation and liaising with counterparts in Headquarters, Belgrade, in the Information Technology Dept., in the Business Intelligence Teams and with external security data organisations as necessary. The Associate also provides ad hoc research and reports of incident data as required by SCMS colleagues, and contributes to future strategic development of the SCMS’s security data platform.

The incumbent will report to the Adviser for Research at the SCMS Unit.

Accountabilities & Functional responsibilities

The compilation, preparation, validation and visualisation in dashboard format of ICRC’s quarterly security & safety incident data and the implementation rate of the institutional Minimum Security Requirements is composed of the following activities for which the Associate is a key contributor:

Coordinate the extraction of data from the relevant internal data sources (The Security Management Information Platform software (SMIP) and other internal communications) and review it for quality and clarity. This includes transforming extracted data into the appropriate format for communication and verification and troubleshooting any technical challenges in this data management process.

Prepare the masterfile data for validation, which involves (for the annual report the splitting of data into individual datasets for each Regions’ Delegations, and) working with SCMS regional and Delegation colleagues to review and ensure that the latest data is correct and complete and can be verified by the Delegation. This includes ensuring that all relevant incidents have been reported and providing support such as feedback, clarifications, coaching and advice.

Accountabilities & Functional responsibilities

In addition, the Associate will:

  • Contribute to the data model design and development of a new incident data management system/project
  • Contribute to the research and inclusion of historical data on security and safety incidents into the dataset.
  • Liaise closely with SCMS counterparts, and with other relevant departments to ensure the successful use of the system, i.e. through an appropriate consultative process and peer-review mechanism.
  • Issue regular statistical and analytical data on Incident Reports recorded in the SMIP.
  • Explore opportunities to research and develop the wider value of the dataset with regards to the work of other security organisations, including participating in exchanges and interactions that the ICRC has with these organisations, all the while respecting the high degree of confidentiality associated with this information.

Accountabilities & Functional responsibilities

  • Load the verified data into Tableau and ensure that the updated dashboards are functioning correctly as designed and can provide user-centric and relevant decision-making support information. This includes working with the tools to constantly improve the quality and effectiveness of the dashboards in response to feedback and comments from end-users.
  • Generate narrative analyses of the data, including assessments of trends, ‘highlights’, areas of concern and significant development.
  • Share the various levels of analysis and assessment with SCMS colleagues and others in the Regions and at Op_Dir to help clarify and interpret the data and identify action points.
  • For the data on Minimum Security Requirements a similar process of updating, verification and loading into the dashboard is followed although the formats of the data differ.
  • Ensure that the dashboard is user-friendly and illustrates all relevant information in a coherent and interactive manner
  • Establish a well-structured approach with clearly defined and communicated milestones and timelines for its timely completion

  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings, and avoids any activity that may reflect negatively on the ICRC’s image

Relationships

The Associate will work closely with the Security and Crisis Management Advisers within the SCMS Unit and will consult counterparts from other departments and units with respect to the quarterly delivery of the dashboard. To ensure that the dashboard functions effectively, the Associate will work with an advisory group from both field and HQ that will provide input and participate in its review, with feedback and decisions clearly documented.

Desired profile and skills

  • A recent graduate with a Bachelor’s degree in the social sciences (Master’s degree an asset).
  • Some relevant work experience (including internships, volunteer work) but no more than 2 years of work experience in total (applicants with more than this will automatically be excluded from consideration).
  • Demonstrated interest in the field of security, risk management, or crisis management and response.
  • Experience in statistical analysis and advanced user of Microsoft Excel and Business Intelligence tools (e.g. Tableau)
  • Knowledge of Sharepoint is an asset.
  • Working proficiency in English. Command of French, Arabic, Russian or Spanish is an asset.
  • Strong quantitative and analytical skills.
  • Ability to support decision-making and business processes with creativity and rigor.
  • Flexible, adaptable and quick to master new tools and concepts.
  • Capable of working independently and taking initiative.
