Description

The primary objective of the assignment is to engage a suitably qualified consultant to conduct a final evaluation in November 2020 in the project areas. The purpose of the final evaluation is to assess the overall performance of the project against set objectives and baseline benchmarks. The evaluation will also assess effectiveness of CARE´s implementation strategies and approaches to achieve set goals within the project duration.

Scope of work

• To determine the extent to which project outcomes and outputs and outputs have been attained both quantitatively and qualitatively through comparison with the baseline.

• To provide concrete evidence of the change the project has been able to achieve, how the project achieved it, and determine the extent to which the project’s outputs contributed to the changes in outcomes

• Assess the extent to which the project’s outcomes had an equalizing effect on those most marginalized with particular attention to gender dynamics

• To evaluate relevance, coherence and coordination, effectiveness, efficiency, coverage and sustainability of the project.

• To evaluate VfM of each component according to DFID guidelines and compared with other CARE interventions in similar sectors in Idai humanitarian response.

• To identify key lessons learned and best practices from project design and implementation that can be fed into similar future programs.

• To develop strategic recommendations for future projects.

Qualifications

• Applications are invited from suitably qualified individual and consulting firms with knowledge and experience in undertaking evaluations of emergency projects. The desired qualifications and experience are as follows:

• At least a Masters degree in statistics, Development Studies/Project Management or any other relevant qualification.

• Experience in evaluating similar emergency project with funding from DFID.

• Experience in evaluating CARE implemented projects will be a plus.

• Knowledge and analytical skills to review programs in related discipline

• Clear understanding of local humanitarian context, frameworks and functions in Mozambique

• Knowledge of good governance principles and international practices and standards

• Proposed work plan and timetable-A work plan shall be proposed following the format displayed below, please note the following: include a revised work plan in the study design if different from the one proposed below, the date of final report submission should be strictly adhered to

• CARE Mozambique will pay the consultant up to a maximum of 21 days however the actual number of work days may be altered as long as the final report submission is adhered to.
