UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary manages the processing of transactions on behalf of UNICEF offices around the world. The GSSC provides services to UNICEF offices globally in the areas of HR Administration, Payroll, Finance and Customer Care (Information Technology Global Help Desk). HR Associates (Payroll) support the processing of UNICEF payrolls and other entitlements globally. Under the guidance of the supervisor, the incumbent of the position assists in the processing of monthly payrolls and staff entitlements for internationally and locally recruited UNICEF. This role reviews complex cases of financial and supporting documentation and responds to staff queries on payments and entitlement queries. The incumbent also supports in the office in reviewing reports for accuracy of the entitlements.

Responsibilities:

1. Prioritize and manage work activities and time commitments based on business criticality as defined by supervisor

Process payroll for assigned pay areas (local). Review and process salary advances and rental advances requests. Review and process rental subsidy requests. Review and generate Pension Fund Separation Notifications. Maintain, record, and update payments for third party vendors and clients within UNICEF. Assist in the reconciliation of all accounts related to payroll. Monitor individual PAR accounts related to payroll to ensure timely recovery of advances and follow up as necessary. Ensure all related recovery information is processed. Administer the monthly ASHI-MIP deductions.

2. Process complex accounts/transaction types

Perform estimate calculations for newly recruited staff members, separating and retiring staff members, as required. Review and adjust over payments of Settling-in Grant and other entitlements as necessary. Review and process Education Grant advances and settlements. Review and process separation cases for final entitlements payments. Monitor the correctness of individual local pension fund accounts through exception reports and reconcile theoutstanding pension fund participant exception reports (PRE-cases) forwarded by United Nations Joint Staff PensionFund (UNJSPF). Maintain referential integrity between case records and VISION records. Execute all required processing controls (e.g. eligibility, policy compliance, duplicate checking,transaction/employee/account status verification, other).

3. Respond to client transaction status and other inquiries

Review and respond to queries from staff and vendors on issues related areas of responsibilities. Escalate inquiries requiring more extensive research. Maintain liaison with the UN Insurance and Tax Unit on issues related to UNICEF staff. Liaise with clients to clarify questions and manage exceptions. Run analyses, simulations and data integrity reports to maintain accurate database for clients. Perform other ad hoc analysis as requests by supervisors or clients.

Completion of secondary education (i.e. high school diploma) is a minimum requirement. University level courses in administration and finance is desirable. Advanced knowledge in the Microsoft Suite of Products (including MS Word, MS Excel & MS PowerPoint) is required. Previous hands-on experience in planning, organizing and delivering administrative support services is highly desirable. Minimum of six (6) years of relevant work experience in finance and payroll is required*, preferably with the United Nations or other international organization. Knowledge of UN/UNICEF'S rules, regulations and procedures is considered an asset. Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset. Knowledge of the local language of the duty station is an asset. Non - Hungarian citizens must be in possession of a work permit (unrelated to current employer or job seeking) or be nationals of the EU countries.

*A completed university degree from an accredited institution will be counted towards the minimum work experience requirement.

Contract Duration and Terms

This appointment lasts until 31 October 2020.

Anticipated start date is as soon as possible.
