This position is in the Field Technology Section (FTS) of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), Bamako. The incumbent of the post reports to the Chief FTS Service Management. MINUSMA is a non-family mission. Responsibilities

Within delegated authority, the Telecommunications Assistant will perform following duties:

Technology Training Delivery Responsibilities:
• Supervises the staff within the FTS Coaching and Enabling Unit
• Oversees the coordination and provision of technology training courses in coordination with the missions training center and the training academy.
• Conduct FTS training needs and skills gap assessment to identify and provision staff with specialized ICT training courses.
• Coordinate with UNCAP (United Nations C4ISR Academy for Peace Operations, former UN Signals Academy) the provision of ICT/Field Technology training to MINUSMA uniformed staff.
• Design and deliver tailored programs to improve the usage of ICT applications and technologies by Uniformed Personnel and Civilians across the mission.
• Tailor complex technical training material to non-technical learners.
• Deliver FTS information pack to new employees during the Induction Training
• Accurately evaluate the impact of training initiatives, to ensure a high rate of adoption.
• Maintains records of participants and courses offered and prepares statistics on ICT training provided.
• Schedules training events, coordinates with instructors, obtains and distributes required instructional materials, and communicates schedules and details.
• Committed to introduce modern trends and best practices in adult training and development.

Operations Support:
• Plans and prepares the annual training budget and monitors and tracks training expenditures to consume but not exceed the training budget.
• Plan and prepare an annual training catalogue with programs to be offered.
• Drafts and defines Statements of Work and procure courses against the approved and available budget.

Billing:
• Supervises the Telephone Billing Unit based on the guidelines defined in the relevant SOP • Ensures that guidelines for Telephone Control, Procedures and Accountability are fully complied with as described in the various Administrative and Information Circulars.
• Prepares recurring reports on telephone accounts, compiles cost estimates and projected budget requirements as well as assisting in the preparation of budget and audit reports.
• Assesses and evaluates the costs of all services received, and provides reports as required on trend of costs and variations in the billing of all services being utilized;
• Assumes responsibilities for the stock of all satellite and mobile phones purchased for the Mission.
• Oversees and provides detailed work direction to junior staff within the unit. Performs other related duties as required.

Assets:
• Supervises the operations within the Inventory Management Unit
• Has responsibility for the management of all FTS assets and associated equipment, expendable items and spare parts assigned to FTS and for the movement of equipment throughout the Mission area.
• Oversees physical inventory checks as per mission policy.
• Oversees and provides work direction to junior staff within the unit.

Communications Centre support:
• Supervises the operation of the Communications Centre on 24/7/365 basis; Oversees and provides work direction to junior staff within the unit; May serves as the Crypto custodian for the Mission.
• Develops, revises, and updates the Standard Operating Procedures (SOPs) for the Communications Centre including the distribution lists.
• Oversees the accurate processing of all incoming and outgoing Code Cables and facsimiles in a timely and efficient manner.
• Coordinates the installation, commissioning, and maintenance of the encrypted voice and facsimile devices within the unit.
• Observes and monitors the reliability of the communications equipment facilities; identifies any system malfunctions that might affect the efficiency and effectiveness of communications center and escalates to appropriate technical staff. Competencies

Education

High school diploma or equivalent and certification/diploma of supplemental academic qualifications in Telecommunications are required.
Technical Training of Trainers or Technical Facilitator certifications are required.
International Computer Driving License (ICDL) is desirable.

Work Experience

At least eight (8) years of experience in providing ICT operational support services related to ICT Training Delivery, assets, telephone billing, or ICT operations support is required.

A minimum of three (3) years’ experience designing, delivering and evaluating training programs to adult learners are required. Languages

French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required; Knowledge of French is desirable. Assessment
