Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT:
Handicap International Afghanistan works in the Southern (Kandahar, Nimroz), Western (Herat), Northern (Kunduz) and Central (Kabul) regions of Afghanistan, which covers more than half of the people with disabilities in the country. HI in Afghanistan currently operates projects both with partners and directly, these are managed by about 200 national staff in four locations, three bases (Kandahar, Kunduz and Herat) and Kabul main office.
HI works in the following sectors:
o Victim Assistance
o Disability advocacy and awareness
o Capacity Building of Disabled People and Survivors Organisations
o Physical rehabilitation and physiotherapy
o Socio-economic inclusion
o Mine risk education /AVR
o Emergency Response
Currently HI Afghanistan is funded by the EU (ECHO and Devco), the Ministry of Foreign Affairs of Norway, ITF, AHF and WHO-CERF. The mission is actively fundraising to strenghten the position of HI in the Country.
Advocacy is a growing theme for the Programme, notably HI is an active member of the Agency Coordinating Body for Afghan Relief (ACBAR) based in Kabul.
DESCRIPTION OF THE POSITION:
Under the responsibility of the Programme Director Afghanistan, you as Technical Unit Manager will have for main objectives to:
-ensure quality of activities through implementation of HI’s technical positioning and frameworks in coordination with Operations, MEAL departments and the bases
-contribute to implementation of ROOTS with specific focus on staffing of the Technical Unit, required profiles and expertise, based on the sectors of intervention
-support inclusive practices within HI, focus on gender, age and disability whilst being fully engaged in strengthening Pillar 3 of Operational Strategy on provision of technical assistance for disability inclusion by mainstream NGOs and other actors.
MAIN RESPONSABILITIES OF THE EXPATRIATE:
Management
You are the manager of the Technical Unit team members
1.1 You set individual objectives, evaluate individual performance, contribute to development & career evolution, monitor competences
1.2 You ensure a good communication and information level to your team members and ensure conflict resolution within the team
1.3 You propose relevant adaptation to the organizational chart of the mission and contribute to its implementation
1.4 You follow the nationalization process for relevant positions
Expertise
2.1 You contribute to the Country strategy in line with the global strategies
2.2 You ensure the respect of global technical frameworks and standards and the learning process from projects
2.3 You ensures the development of research and innovation projects in the country when relevant
2.4 You ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the program
2.5 You ensure compliance of the technical proposition with nexus stakes
2.6 You lead a local professional channel/talent pool and contribute to the Technical Divisions professional channel animation
Influence
You ensure the local external prestige and influence of HI’s expertise
3.1 You represent the technical expertise of HI throughout the local relevant networks
3.2 You contribute to advocacy on specific themes in line with the global advocacy priorities
3.3 You contribute to communication messages locally in line with the global communication priorities
Business development
You ensure the technical development of major opportunities for each different theme in the region under your scope
4.1 You Identify & transform major opportunities in the region
4.2 You contribute to the design and writing of new major projects in the region and when asked in other countries within the Geographic Division
4.3 You produce & steer the conception of major projects or of new projects in the region
4.4 You identify & develop regional or local partnerships and/or consortium with NGOs, Institutions, companies on technical priorities or important topics in the region
PROFILE THOUGHT:
• You have at minimum a Bachelor’s degree in related field (Master’s degree preferable)
• You have at least 5-7 years working experience as technical professional and/or technical advisor
• You have already been Technical Unit Manager or had a similar position, with remote management experience
• You have technical skills in at least two or more of the following sectors: early recovery programming, DRR, Education, or Livelihoods
• You have a strong knowledge of the different schools of thought and explanatory models of disability
• You have a strong knowledge of MEAL systems & implementation
• You are an excellent team manager in humanitarian and development contexts
• You have proven experience in project management (multi-or complex)
• You have strong Capacity Building skills and know how to develop capacity-building techniques (training of adults)
• You have excellent internal and external coordination and representation skills
• A previous experience with HI is a strong asset, as well as previous experience in Afghanistan
• You are fluent in oral and written English
• You are resistent to stress and uncertainty
SPECIFICITIES OF THE POSITION:
The position is based in Kabul.
Security is a major concern in Afghanistan with potential risks of kidnapping, regular terrorist attacks in the cities and severe conflicts in Eastern, Northern and Southern Areas (and to a less extent Western areas apart from most provincial and district capitals). Thus, limited recreational and leisure activities are available. Freedom of movement is limited in all bases and expatriates always travel in cars with drivers. At times depending on the security situation, expatriates may be confined to the guest house.
Accommodation is in a secure guest house, close to the office, with other expatriates. Common accommodation with a partner can be arranged if both work for international organizations with matching security regulations. The guesthouse is spacious with independent rooms. There is a cook (except during the weekends) and other staff who do the laundry and cleaning.
Western goods can be found in expat supermarkets.
JOB CONDITIONS:

• 1 year renewable international contract starting from September, 2021
• The international contract provides social cover adapted to your situation:
o unemployment insurance benefits for EU nationals
o pension scheme adapted to the situation of our employees: if you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month; if you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
o medical coverage with 50% of employee contribution
o repatriation insurance paid by HI
• Salary from 2869 € gross/month upon experience
• Perdiem : 452,63 € net/month - paid in the field
• Hardship: 500 € net/month paid with your salary
• Paid leaves: 25 days per year;
• R&R: 5 days every 6 weeks
• Position: unaccompanied
Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field
• Housing: collective taken in charge by HI
