The Position:

The Technical Specialist (GBV) will lead the UNFPA PNG Country Office GBV portfolio. S/he will report to the Deputy Representative under the overall guidance of the UNFPA Representative in Papua New Guinea. S/he will oversee the design and delivery of all GBV programming across development, humanitarian and peacebuilding contexts to ensure adherence to global best practices and standards. The position will also lead Sorcery Accusation Related Violence (SARV) programming.

Job Purpose:

The Technical Specialist will oversee the design and delivery of all GBV programming to ensure adherence to global best practices and standards. They will provide technical and strategic leadership in GBV and gender equality including through advocacy and coordination. The Technical Specialist will also lead Prevention of Exploitation and Abuse actions on behalf of UNFPA and the UN Country Team. The Technical Specialist will lead the GBV team including direct supervision of staff. They will be responsible for partnership management and are expected to work closely with other UNFPA teams to ensure complementarity and integration with other UNFPA mandated areas, namely peacebuilding, data, reproductive health and youth.  The Technical Specialist will report to the Country Representative. The position will be based in Port Moresby, PNG.

You would be responsible for:

Technical Leadership

Providing overall technical oversight for UNFPA PNG CO GBV and SARV programming including programme design, implementing and evaluation to ensure adherence to best practice standards for response, prevention and risk mitigation. Leading standard setting, training and coaching initiatives with partners as well as key strategic actors to increase familiarity and compliance with established international GBV best practice and with the emerging principles of effective SARV programming. Leading GBV primary prevention interventions including their design, implementation and evaluation with a specific focus on positive masculinities, Comprehensive Sexuality Education and adolescent girl empowerment. Leading the design and implementation of SARV prevention interventions, with specific focus on addressing the shared and intersecting risk factors for GBV and SARV (eg. violence masculinities, conflict-related trauma). Increasing the understanding of the guiding principles, core standards and intervention models for GBV within the UNFPA CO.  Working closely with senior management to strengthen familiarity with PSEA within the UNFPA CO. Providing technical strategic leadership for the CO including strategy development and project design to apply best practice and innovations in GBV and related fields to advance UNFPA technical and strategic leadership.

Advocacy and Coordination

Leading UNFPA inter-agency coordination in Protection Against Sexual Exploitation and Abuse and the GBV Sub Cluster. In coordination with the Programme Specialist, working with key government partners to strengthen their leadership in the coordination and governance of GBV and SARV response, prevention and risk mitigation.

Partnerships and Programme Management

Overall responsibility for the effective and timely implementation of GBV and SARV programmes including monitoring, evaluation and and reporting. Leading relationship management with strategic partners including key government actors such as the Department for Community Development and Religion, Department for Justice and the Attorney General and the National Department of Health. Ensuring effective programme management including leading implementing partner capacity development initiatives to strengthen overall implementation.

Data and Evidence

Leading UNFPA GBV data programming. This includes spearheading GBV prevalence studies and qualitative research with national government and research partners. Working closely with the Programme Specialist to backstop where necessary the establishment of a national GBV database. Supporting this work by leading efforts to increase GBV actors’ familiarity with all GBV data types and their application and principles of ethical and safe data management. Expanding the body of knowledge on effective SARV response and prevention interventions in PNG, particularly in the areas of health and social services as well as social norm change. Working closely with national and international technical specialist actors/partners to showcase UNFPA contribution to the nascent body of knowledge.

Qualifications and Experience: 

Education:  

Advanced University degree in social work or other social sciences, public/community health, gender, legal advice as it relates to gender and GBV, and development or related field;

Knowledge and Experience: 

At least 7 years of increasingly responsible relevant professional experience in GBV, including experience in programme management, including large multi-sectoral projects, designing and appraising proposals and actively liaising with relevant and potential project partners; Expert knowledge of gender and GBV issues including relevant international human rights standards and mechanisms; Experience designing and leading GBV in emergency interventions as well as programmes which span the humanitarian-development-peacebuilding nexus; Experience leading GBV system strengthening initiatives with a focus on health and/or social protection systems; Experience designing and leading primary prevention interventions, in particular in the education sector and with in and out-of-school youth; Experience in Prevention of Sexual Exploitation and Abuse, with a preference for experience in leading inter-agency PSEA action; Experience in utilizing the following internationals tools: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; the global Essential Services Package for Women and Girls;

Languages: 

Fluency in English is required. Working knowledge of another official UN language is desirable.
