Scope of Work

Integrity is seeking independent consultants with a strong understanding of research and MEL to sit on our bench of Technical Proposal Writers.

As a Technical Proposal Writer, you will be contracted on a consultancy basis to support Integrity to develop innovative, practical, and commercially viable technical solutions related to Monitoring, Evaluation, and Learning (MEL), Research, Evidence and Analysis (REA), and Data and Knowledge Management (DKM) for specific client opportunities.

You will independently lead on or work as part of a larger team to support the technical design of bids for clients including the FCDO, USAID and World Bank. You will possess advanced design skills, and should be able work to flexibly across at least two of the following thematics: economic growth; governance; fragility and conflict; health; education; security and justice; climate, natural resources and environment; and gender and social inclusion.

Your core responsibility will be to serve as technical proposal writer for a variety of proposals focusing on for instance Third Party Monitoring, MEL framework design and capacity building, independent performance or impact evaluation, policy and action research, or evidence synthesis, dissemination, and uptake. Interested candidates may also be added to proposals as part of client delivery teams. Your main responsibilities will include:

  • Conduct desk research on the client requirement to help build the team’s understanding of the problem posed
  • Lead on designing technical solutions for clients, including but not limited to designing analytical approaches, data collection and sampling strategies, dissemination approaches, and project plans
  • Either independently or as part of a team, write clear, compelling methodology sections that are compliant with bid requirements
  • Work with a variety of specialists across the organisation to incorporate their input into the design of a technical solution
  • Provide input on teaming, consortium building, work planning and budgets to the commercial team as needed

Your Experience

  • At least 7 years+ experience working on MEL, or research within international development and/or the consultancy sector
  • Track record of writing winning technical proposals for FCDO, USAID, World Bank or other donors
  • Strong conceptual understanding of MEL and research, with ability to design innovative, practical and commercially viable technical solutions. Candidates with strong methodological toolkits related to any of the following strongly preferred: rigorous quantitative or qualitative research, complexity-aware approaches, mixed methods research or evaluation, sampling strategy design, conducting MEL in fragile states, research and evaluation management, evidence synthesis and uptake
  • Knowledge of competitive bid processes and understanding of prevailing donor priorities and needs in the sector
  • Excellent ability to work in a team, and collaborate with individuals with diverse technical backgrounds
  • Ability to work to tight timelines in a fast-paced environment
  • Ability to work flexibly across at least two of the following thematics: economic growth; governance; fragility and conflict; health; education; security and justice; climate, natural resources and environment; and gender and social inclusion.

Languages:

Exceptional writing and editing skills, with ability to write persuasive, clear, and compelling narrative in English that is customised to bid requirements
