Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation develops and maintains relations with a number of institutions, including government institutions and financial and technical partners. The FAO Representation in Chad implements, in support of the Government, several projects and programmes in the country relating to the areas of food, agriculture, livestock and rural development. Chad is facing increasingly recurrent and long-lasting food and nutrition crises in part of its territory, caused by structural and interdependent factors (poverty, demography, degradation of natural resources, climate change, conflicts, etc.). These factors progressively impact the resilience of society by reducing the capacity of food systems to provide basic socio-economic and environmental services to the population. Beyond the humanitarian aid needs that should be deployed to combat these factors, they could jeopardize the country's stability and development efforts. Thus, this situation cannot be resolved solely by humanitarian interventions, which are not intended to address the root causes of crises and requires an integrated approach between humanitarian and development actions.
In this context, FAO, WFP and their partners are jointly implementing the Programme de Renforcement de la Résilience des Systèmes Alimentaires « le goût de la vie » (P2RSA), designed to respond to the level of emergency linked to acute/chronic malnutrition observed at country level and which aims to strengthen the resilience of rural populations to better cope and recover following the multiple recurrent multidimensional shocks/crises, present and future. It should make it possible to operationalize the \"Humanitarian-Development-Peace (HDP) Nexus\" or triple Nexus initiative of the Council of Europe and the targeting initiative/methodology of the Global Network Against Food Crises (GNAFC) for which Chad is one of the pilot countries. As the P2RSA is thus part of the operationalization of the triple Nexus and the GNAFC approach, it will play a central role in the global coordination of Nexus stakeholders in Chad.

The Technical Officer (P2RSA Coordinator) will assume overall and daily operational responsibility for the implementation of the programme and will act on behalf of the two agencies. S/he will coordinate the technical and administrative activities of the Programme supported by experts from the FAO and the World Food Programme (WFP) Country Offices.

The position is located administratively in the FAO Representation in N’Djamena, Chad; the incumbent will be physically located in the WFP premises in N’Djamena, Chad.

Reporting Lines
The Technical Officer (P2RSA Coordinator) reports to the FAO Representative in Chad, with technical advice from the Subregional Office for Central Africa (SFC), the Regional Office for Africa (RAF), the relevant technical divisions at FAO headquarters, and in close cooperation with the Office of Emergencies and Resilience (OER) and other stakeholders directly concerned by the implementation of the programme (local actors, clusters, state partners, etc.). The Technical Officer will oversee both WFP and FAO activities. With regard to the execution of the programme, s/he will report jointly to the FAO Representative and the WFP Country Director, each Organization being however administratively and technically responsible for its respective activities.

Key Functions

Provides policy expertise and advice to support the planning, development and implementation of divisional programmes, projects, products and services. Provides technical and programmatic support on the development, implementation and evaluation of assigned programmes/projects; identifies priorities, liaises with relevant parties. Coordinates and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies. Leads the preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications. Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations. Participates and/or leads training workshops, seminars; makes presentations on assigned topics/activities. Provides guidance to external consultants, government officials and other parties. Provides advice on the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO's work.

Specific Functions
The Technical Officer will be responsible for coordinating and facilitating programme activities. S/he will be responsible for the continuous monitoring of its implementation, including in terms of financial execution and will have to ensure the perfect planning and implementation of the activities provided for in the annual work plans and budget (PTBA) of the programme, to ensure the achievement of expected results in a coordinated and complementary manner between partners and stakeholders. In particular to: 

Ensures coordination of the Programme Management Unit and responsibility for operational supervision, both at FAO and WFP level, of the proper implementation of programme activities, in close collaboration with technical officers and operational units of all stakeholders in its execution. Ensures the financial and budgetary monitoring of the programme (including the monitoring of disbursements related to the agreement signed with the donor, and the protocol signed between FAO and WFP) through the keeping of the programme accounts using the tools required by FAO and the donor to ensure that resources are allocated and used in a timely, efficient and procedural manner. Performs periodic monitoring of the programme work plan, for each aspect of its execution and compliance with planned deadlines. If necessary, after analysis of the state of progress and examination of possible challenges, constraints and delays encountered, propose adjustments/reorientations to guarantee that the operational activities are carried out in accordance with the program document and the results achieved within the time limits. Supervises and ensures compliance with the administrative procedures/standards/legal conditions necessary for the acquisition of goods, services or works with program partners (in terms of contractual agreements, recruitment of staff, procurement, etc.) according to FAO and donor rules. Supervises the planned assessments according to the GNAFC targeting methodology, based on measuring the degree of vulnerability of populations and participatory planning of the response. Monitors the impact of programme activities on the households supported to be able to adapt the actions to be taken if necessary and updates the response plans according to the evolution over time of the categorization of households. Coordinates and animates the dialogue and exchanges between the members of the national Nexus platform, the programme stakeholders (including the national and provincial administrations involved) to mobilize synergies and resources necessary for the effective operationalization of the triple approach Nexus and consideration of the GNAFC approach in the various response plans of partners in Chad. Contributes to the identification and coordination of additional related qualitative studies to be conducted by the programme to better understand the ongoing issues in the intervention areas in terms of conflicts related to resource management natural conditions, seasonal variations in household food and nutritional security, etc. Plans, organizes and contributes to the animation of information sessions on the existence, governance and services provided by professional agro-pastoral organizations supported by the programme (managerial and financial skills) to fight against insecurity and malnutrition, as well as to strengthen the skills and resilience capacities of actors in the context of the development of agri-food systems. Supports the development and validation of training materials related to activities related to resilience and capacity building of professional agro-pastoral organizations supported by the programme. Supports and facilitates liaison between the donor, FAO and programme partners for transparent communication and visibility of the implementation (and including the use of the communication strategy and plan established for the programme period). Produces analyses, reports and draws lessons from the implementation of the programme to be shared at national, subregional and provincial levels and promotes them to key stakeholders as part of the evaluation and capitalization of this programme that wants to be a pilot of the genre. Supports the preparation of the programme's contractual reports (narrative and financial), ensures quality control in direct and constant contact with the partners implementing the activities (preparation of joint work plans, description of the progress of the program as well as evaluation of the results of the activities carried out, etc.) for submission to the financial backer, the technical team and the programme steering committee to monitor the effective and efficient implementation of the programme. Ensures coordination and programmatic synergies with ongoing FAO initiatives.

Minimum Requirements

Advanced university degree in agriculture, agricultural economics, development economics, food security, nutrition or a related field. Seven years of relevant experience in coordination, operational and administrative management of projects, technical cooperation, food and nutritional security, support for rural development and farmers' organizations, monitoring and evaluation of policies and programmes (in agriculture, livestock, rural development, promotion of agricultural products, etc.). Working knowledge (proficient - level C) of English and French.

Technical/Functional Skills

Work experience in more than one location or area of work, particularly in field positions. Work experience in the United Nations System. Generic knowledge of the GNAFC analysis methodology to assess the vulnerability of populations and their targeting. Experience with agropastoralist communities in the subregion will be an asset. Relevance and extent of experience in policy advice and analysis, monitoring and evaluation of policies and programmes. Relevance and extent of experience in working with intergovernmental bodies and multidisciplinary teams. Experience in facilitating consultations with various target audiences and providing strategic advice.
