OBJECTIVES OF THE PROGRAMMEWHO Timor-Leste country office with thefinancial support from the Korea International Cooperation Agency (KOICA) haslaunched a joint school health and nutrition programme with World Food Programme,“SAY NO TO 5S (Starvation, Soil-transmitted helminthiasis, Skin diseases,Smoking and Sugary/Alcoholic Drinks) in Schools, 2021-2025”. It is expected that the Technical Officer will provide technical support towards achieving the goals of the Programme, improved health, and nutrition in school-aged children in Timor-Leste as a program manager. The project's expectedoutputs and targets are presented in the attached logical framework. The SN5Sis designed to have two ultimate outcomes: 1) school age children are providedwith primary health package and health education in a safe and healthy schoolenvironment to mitigate risks of priority diseases at school, and 2) schoolsare upgraded to provided safe and healthy environment as well as safe andnutritious school meals. WHO is targeting thefirst outcome under the scheme of Health Promoting School for all primary andpre-secondary school children while WFP is targeting the second outcome inselected three districts. WHO will respond to specific barriers to healthy andsafe school environment and access to primary healthcare as well as educationalneeds identified by the baseline study. The SN5S will implement a range ofinterventions such as providing biannual primary healthcare to the children,developing school health information system to collect students' health data,updating and institutionalizing health and nutrition curriculum, developing amonitoring framework for the healthy and safe school environment, and pilotingthe school nurse programme in selected 12 schools.

DESCRIPTION OF DUTIESUnder the overall supervision of the WHORepresentative to Timor-Leste and broad guidance of Regional Advisers - NTDscontrol and Social Determinants & Health Promotion along with Director, CDSand HPN, the incumbent will work in collaboration with concerned staff inWCO-TLS to provide technical support for the school health in Timor-Leste. Theincumbent will be responsible for the following:Provide support for the entire range of activities for developing and implementing annual project implementation plans of the SN5S and school health;Providetechnical strategic advice and programmatic support for implementation ofpriority activities of the National Strategic Action Plan for School Health inTimor-Leste;Supportthe MoH in planning and monitoring the STH deworming for the children targetedby the SN5S project;Responsiblefor supporting in overall monitoring of Program related activities including design, development, andimplementation of datacollection tools andinformation systems;Ensureimplementation of project activities are aligned with project objectives,expected outcomes and outputs;Overseethe budgetary expenses, approve float/advance request and deal with the financeteam for financial updates and expanse; Providedirection and leadership in advocating, coordinating and presenting projectobjectives and goal to relevant stakeholders;Participateand contribute to operational research and national surveys related to 5S andschool health; Liaisewith the MoH and KOICA and other relevant stakeholders in Timor-Leste Leadinitiatives to build and strengthen partnerships and multi-sectoralcollaboration for the school health programmes at regional and country levelsas well as resource mobilization approaches and strategies, not limited to theMoH and KOICA;Coordinate the development of the draft report(Biannual and Annual) for the donors on progress of the programmeimplementation including a summary of outputs and activities undertaken,achievements compared to the goals and objectives, and provisional financial reports;Perform any other duties as assigned by thesupervisor; andSubmit an end of assignment report (mandatory).

REQUIRED QUALIFICATIONS

EducationEssential: University degree in medicine, public health, healthpolicy, planning and management, or other related fields from a recognized university.
Desirable: Postgraduate degree in publichealth, medicine, health policy, planning and management, or other relatedfields from a recognized university.

ExperienceEssential: At least 5 years of professional work experience at the national and/or international level in the area of public health. Experience of coordinating with government health programs and familiarity with functioning of government systems. Excellent oral and written skills in English and Korean; excellent drafting, formulation, reporting skills. Demonstrated ability to work in a multi-disciplinary team environment.
Desirable: Experiencewith an international health organization is an asset, as is experience workingin the UN or other international development organization.

SkillsThorough knowledge of WHO programme policies,principles and practices of a wide range of public health issues and soundknowledge of priority communicable diseases. - Excellent communication,advocacy and negotiation skills. - Experience in conducting health situationanalysis, project management- Technical expertise and overall attitude at workare also mandatory competencies.

REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2544 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
