PROJECT DESCRIPTION:

Meeting Targets and Maintaining Epidemic Control (EpiC), under the President's Emergency Plan for AIDS Relief (PEPFAR). EpiC is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in prevention, treatment and care across the HIV cascade. EpiC will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.

JOB SUMMARY:

The ICT Advisor is responsible for leading EpiC Cambodia’s support to NCHADS to utilize technology to increase testing and case finding for key and priority populations, link HIV+ people to services and reduce stigma at healthcare facilities, and within the community. S/he will work closely with ICT experts, health authorities at the national and provincial level, FHI 360 colleagues and partners to implement an ICT assessment as well as develop mobile health innovations to deliver HIV and related information and services to key and priority populations.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

Technical Requirements:

  • With technical oversight, provide technical leadership in design, development, planning, implementation; and capacity-building to create stigma and discrimination (S&D) free services, including GBV and KP-competent services, to increase case detection and retention. Specific activities may include:
    • Support NCHADS to build a comprehensive monitoring platform for patient experience and stigma and discrimination at HIV-related health facilities utilizing mobile technology (such as SMS, Interactive Voice Response, or another system)
    • Support NCHADS and EpiC team members to understand and utilize data on patient experience and S&D (including by collating data, formatting into monthly dashboards and facility reports)
    • Support the integration of gender-based violence (GBV) screening and referral into an SMS or IVR system
    • Support Chhouksar Clinic in implementation of Patient Record Management System/electronic medical record
    • With technical oversight, provide technical leadership in design, development, planning, implementation; and capacity-building to accelerate new case detection among KP and priority populations. Specific activities may include:
      • Rollout ICT assessment among key and priority populations to improve the program’s understanding of the target population’s ICT use, preferences, and opportunities to leverage ICT to expand the reach and engagement of HIV services
      • Support KP CBOs to conduct virtual outreach, including by training peer educators and case managers on best practice for communicating virtually with clients/patients
      • Design and pilot KP-controlled and technology-mediated outreach and linkage strategies, such as market segmentation and targeted advertising of HIV services to key and priority populations online and establish systems for online risk-screening and appointment booking.
      • Create electronic directory of KP competent HIV-related health services and link to Grindr, Facebook, and other popular dating apps for MSM/TG
      • Support the rollout of an HIV self-testing activity by designing and rolling out an ICT-facilitated mechanism that links online KP to HIV self-test kits.
      • Support the design of messages and engaging content for social and behavior change in support of key and priority populations’ uptake of HIV services on social media and other ICT platforms.

        Program support and coordination:

        • Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
        • May serve as a departmental resource on procedural, administrative and operational issues.
        • Responsible for accomplishing assigned job responsibilities and following the standards and practices of the department and division.
        • Responsible for planning and scheduling own workflow and timetables, within area and function guidelines.
        • Maintains a constructive dialogue and technical exchange with EpiC staff, global technical experts, government/NCHADS counterparts, and technical staff of implementing partners.
        • Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.
        • Develops tools for the design and implementation of specific technical components.
        • Assists with technical troubleshooting, guide data analysis and application of data.
        • Assists with compiling technical content (e.g., reports, presentations, manuscripts).
        • Ensures that project implementation adheres to the appropriate global strategy and remains technically sound.

            QUALIFICATION:

            • Experience working in Cambodia with direct communication with government counterparts is strongly preferred.
            • Proven skills in the design and implementation of ICT-related activities to reach and engage key population in HIV services in Cambodia
            • Experience using social media and other ICT channels/platforms for development/health programs
            • Recognized expertise in approaches for electronic monitoring systems (such as ODK, Kobotoolbox, DHIS2, Power BI, COMM Care, eCascade, or RapidPro)
            • Online marketing and advertising experience (such as on Facebook, Google, or other online targeted advertising).
            • Experience handling large volumes of data in Excel (or other databases) and ability to quickly clean, tabulate, and graphically represent data for a variety of purposes.
            • Proven skills in working collaboratively with host country counterparts at the national and provincial levels.
            • Proven collaboration and teamwork skills (and experience working in matrix teams)
            • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Cambodia.
            • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
            • Experience establishing strong working relationships with colleagues from different organizations and cultures.
            • Ability to meet deadlines with strong attention to consistency, detail, and quality.
            • Must be able to read, write and speak English proficiently, fluent in host country language.
            • Relevant computer software skills including, at a minimum, the advanced functions in MS Office (particularly Excel) and willingness to learn how to use other data collection software (RapidPro)
            • Ability to design and maintain websites, web-based content, and develop applications through ICT channels (e.g. SMS/IVR) that can deliver info about HIV services to key and priority populations
            • Ability to travel within country or regionally, if needed.

              EDUCATION/EXPERIENCE:

              • BS/BA in public health or Computer Science or MS/MA/MPH in public health, computer science, communications, or related field
              • 7- 10 years relevant experience in ICT, or Strategic Information, or M&E and database system for health/HIV/AIDS
              • Good English language for both writing and speaking
