Purpose and Scope of Job

The Technical Lead will support Crown Agents’ positioning for the EU’s forthcoming Iraq Technical Assistance Facility programme through leading on the technical solution design. The Technical Lead may also transition into the Team Leader role in delivery, if appropriate.

Reports to: Bid Manager

Duties and Responsibilities

Business Development

• Lead technical solution design for the Crown Agents bid for the EU’s Iraq TA and policy dialogue facility, including leading workshop to develop technical design and Theory of Change and ensuring solution meets GoI and EU requirements, ToR and evaluation criteria, with support from Bid Director
• Identify technical gaps for further research
• Ensure integration of inputs from consortium partners into the technical design, in order to address CA gaps/weaknesses
• Support development of the workplan
• Participate in technical workshops and bid reviews
• Support development of USP/win themes
• Support design of delivery team/organogram based on key client requirements; input to team TORs; support identification, assessment and interviewing of candidates
• Research on learning and context, other relevant EU programmes in the country/region, other relevant donor programmes in Iraq
• Advise of contextual and political economy developments in Iraq, to inform the bid
• Ensure impact of covid is informing technical design throughout

Programme Delivery

• Assume senior technical delivery role/Team Leader role in programme delivery, if appropriate

About you

Essential Skills and Knowledge

• Strong general governance expertise, particularly delivering TA to national governments, as well as working with Parliaments and civil society
• Strong current networks with the EU and EU supplier market in Iraq/MENA
• Strong business development skills, including technical solution design
• Strong written English, including ability to elicit and combine inputs from a variety of sources
• Desirable - Recent Iraq experience
• Desirable - EU citizens, Iraqi / EU citizenship.

Experience

• 10+ years working on donor-funded projects (particularly EU-funded projects) in the Middle East and North Africa, particularly Iraq
• Strong experience of supporting business development with the EU, including leading technical solution design

Qualification(s)

Master’s Degree and/or professional qualification (or equivalent) in a relevant discipline – desirable
