POSITION TITLE: Technical Director LOCATION: Dakar, Senegal GROUP: Agriculture, Resilience and Water REPORTS TO: Chief of Party POSITION SUMMARY: Winrock is seeking a qualified Technical Director for an anticipated USAID-funded project that aims to increase sustainable access to improved sanitation and water services in Senegal. The Technical Director will reporting to the project’s Chief of Party. This position is contingent on receipt of donor funding. ESSENTIAL RESPONSIBILITIES: Design, test and scale market-led and customer-responsive mechanisms for improved water and sanitation products and services Diagnose key systems challenges affecting water and sanitation service and product delivery and access, identify capacity gaps in public and private sectors in WASH service provisions Implement market-driven, community-led sanitation activities Oversee the assessment, expansion, renovation, and/or construction of water points. Facilitate linkages between key sector actors including relevant public sector water and sanitation providers, private sector, financial institutions, and community groups Collaborate with the Chief of Party to oversee the strategic planning of activities in support of the project goals and objectives, including the determination of project priorities and appropriate technical initiatives. Understand and manage to expected project results, including evaluation of ongoing activities as part of a collaborating, learning, and adapting approach. OTHER RESPONSIBILITIES: Work across teams to ensure women, youth, and vulnerable groups are integrated into our office’s operations and the project’s activities. Collaborate with Monitoring, Evaluation, Research, and Learning Director to ensure results and lessons learned are effectively captured. QUALIFICATIONS AND BACKGROUND: Education: Master’s Degree (or foreign equivalent) in environmental engineering, civil engineering, water resources management, natural resource management, public health, or a similar relevant field (a bachelor's degree and at least 15 years' experience may be substituted). Work Experience: At least 10 years of technical leadership experience in issues related to WASH, sustainable water and sanitation management, market-driven and community-based WASH approaches, and capacity building in Senegal. Demonstrated experience establishing and maintaining strong relationships with government ministries, community groups, and private sector actors. Experience managing complex donor funded projects is strongly preferred. Demonstrated competence in negotiation and communication. Proven ability to manage diverse and remote workforce. Experience integrating Gender Equality and Social Inclusion (GESI) into WASH programming. Skills: Excellent oral and written communication skills in English and French. Ability to build coalitions and networks that can provide synergies and sustainable solutions for the project. Computer literate in word processing, spreadsheet, and presentation software (Microsoft). Winrock is an equal opportunity employer.
