Job Summary:

We are currently seeking qualified candidates for the position of Technical Director (TD). This position is based in Santo Domingo, Dominican Republic. The TD will work with the Health System Strengthening and HIV Services (HS3) Project. The purpose of the project is to implement dynamic, catalytic, scalable, and responsive HIV service delivery packages for targeted (TPI) and key populations (KP); Haitian migrants and descendants, men who have sex with men (MSM), female sex workers (FSW), transgender women (TG) to accelerate the Dominican Republic’s HIV response to achieve 95-95-95 targets by 2030 while effecting positive change on the health system to remove barriers that prevent the DR from reaching 95- 95-95.

The Technical Director (TD) will provide overall leadership to the HIV Services and System Strengthening Project (HS3) with a focus on Clinical Services. Under the supervision of the Chief of Party, the TD will be responsible for all aspects of clinical implementation, ensuring completion of the project/program on schedule and within budget constraints. Selects, develops and evaluates personnel to ensure the efficient operation of the project.

Accountabilities:

  • Leads the operational and tactical activities for HS3 project.

  • Provide technical input to a team of Technical Officers (TO) and local clinical mentors (CM) assigned to specific sites to explain surge targets and get facility leadership’s buy in.

  • Supervise that the TO and CM conduct a complete review of all medical records at the site level specifically paying attention to; documentation of clients’ contact information, use of the risk screening tool, provision of index testing service and risk network referral service, same day HIV test result and same day ART initiation; HIV Viral Load test to eligible ART clients; follow-up on ART clients who missed appointments or are lost To Follow Up; transition to dulotegravir and multi-month dosing.

  • Oversee the development of weekly plans about TO and CM support the sites and review plans based on the daily data review, depending on the findings and gaps which are identified

  • Oversee the development of line lists for tracing backlog of HIV positive clients not yet initiated on ART as well those who have not been offered index testing service yet; tracing ART clients who are eligible for HIV viral load but haven’t been tested yet; transitioning ART clients who are eligible for dulotegravir and multi-month dispensing

  • Supervise that TO and CM advocate to the local leadership and work with providers to implement ART extended clinic hours as needed; same day HIV testing and ART initiation; community-based ART

  • Lead the daily situation room meetings and follow-up on the agreed actions; ensure their implementation

  • Provide technical supervision and follow up to the local sub-contractor that will implement HSS interventions, so to ensure technical excellence and project performance particularly with the supply chain of drugs

  • Work closely with the M&E team to ensure submission of daily data reports and regularly conduct data progress reviews, with focus on progress towards targets; provides technical expertise with monitoring and evaluating HSS and serves as primary decision maker for HSS technical issues

  • Support assigned sites to plan continuous quality improvement (CQI) events/charter based on data

  • Supervise the quality control for reporting data on daily basis with focus on high volume sites

  • Lead the WhatsApp group communication to ensure daily provision of services as per guidance and standards and provide timely technical guidance to address challenges

  • Lead the development of annual workplans and quarterly reports, including the scope of work of the sub-grantees and the review of their technical report; as well the development of success stories

  • Develops and implements processes and procedures to achieve strategic technical goals of HSS working closely with government officials, USAID, CDC, implementing partners and other stakeholders

  • Leads technical innovations to increase access to HIV prevention, care, and treatment services for targeted and key populations, Haitian migrants and descendants, addressing systemic issues in the health system; support evidence-informed programming focusing on targeted and key populations

  • Collaborates closely with the Chief of Party (COP) to ensure that the overall HIV Services and System Strengthening projects implementation is on time, within budget, and meeting objectives through the development of structured work plans and activity tracking plans; serve as an aide to the Chief of Party (COP), providing guidance, strategic support, and quality control to project staff; ensure responsiveness to PEFAR, USAID and government partners. Prepare strategic summary reports to be discussed and presented on regular basis to the donor and the government.; acts on behalf of the COP as requested and assumes the responsibilities of Interim COP, in the absence of the COP

  • Engages in writing publications and developing proposals for new components of the project

  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

  • Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.

  • Develops and implements processes and procedures to achieve strategic technical goals of multiple programs.

  • Directs and guides managers, and staff with training and developing process improvement initiatives to ensure compliance with company and government standards.

  • Engages in writing publications and developing proposals for new programs.

  • Provides technical expertise with monitoring and evaluating programs and serves as primary decision maker for technical issues on project/program.

  • Oversees the strategic direction, budgetary planning, and technical process of department to ensure business objectives are met.

  • Identifies and consults with executive management on recommendations to make better business decisions.

  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

Education:

  • Master’s Degree or its International Equivalent • Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

  • Medical Doctor Degree highly preferred.

Experience:

  • Typically requires 10+ years of project management experience within a relevant area.

  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

  • Must be able to read, write and speak fluent English.

Typical Physical Demands:

  • Typical office environment.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift 5-50 lbs.
