Objective.

The purpose of this consultancy is to perform the project technical outputs related to provide technical and logistical support before, during and after the “First Forum on Climate Investment Central America: Increasing the ambition to implement the NDCs”, as part of the GCF Readiness project \"Increasing the ambition of the Nationally Determined Contributions and climate financing in the Central América”.

For this purpose, it is necessary to hire the services of a consultant who will provide support with the activities that are described as follows.

Before the event:
• Coordinate and review with the venue administrators the logistical arrangements needed to host the event.
• Coordinate and monitor the company in charge of the virtual component of the event. Provide support in activities related to the communication and dissemination of the event based on the communication strategy of the event.
• Assist in the event communication and follow-up with speakers and suppliers regarding logistical matters.
• To manage the registration of participants and provide regular periodic feedback to the organizing team on registrations.
• Provide any additional logistical support to ensure the organization of all elements prior to the event are ready.

During the event:
• Monitor the services provided by the hotel in order to ensure timely execution of the agenda.
• Monitor the company that will provide the virtual streaming services in order to ensure the transmission and recording of the event.
• Provide assistance to speakers and other attendees during the event.
• Manage and record participants registration.
• Provide any additional support that will ensure that the event is executed as best as possible, and the agenda is fulfilled in a timely manner.

After the event:
• Draft a report with attendance statistics.
• Ensure the company that was in charge of the virtual component of the event provides the materials on time.
• Follow-up on any pending issues with the services hired from the venue and streaming company and assisting the administration office in settling accounts.
• Draft a summary or transcription of each of the sessions of the event.

The consultant will work under the supervision of the UNEP's Programme Management Officer (PMO) of Climate Ambition and Transparency of the Climate Change Unit and in close coordination with the technical project coordinator, and will develop the following activities independently and in accordance with the guidelines and work guidance provided by the UNEP Regional Support Consultant.
The incumbent will assist as appropriate in the preparation of products for the following outputs outlined in the Project Document, “Increasing the ambition of the Nationally Determined Contributions and climate financing in the Central América”:

Output 2.4.2: Portfolio of private sector NDC actions and partnerships is developed in each country.
• Activity 2.4.2b: Conduct a regional level Climate Investment Forum on market-based and financial instruments for financing of country NDCs.

Output 2.4.3: Regional digital platform and participation mechanisms for NDC investment and participation and guidance for engagement of private sector and subnational stakeholders on NDCs are developed.
• Activity 2.4.3a: Design, develop and launch a dedicated regional level digital platform that will link investment information from the private sector with NDCs.
• Activity 2.4.3.b: Develop a subnational participation mechanism (virtual, physical, or otherwise) each per country for sub-national public participation in the NDC updating process.
• Activity 2.4.3.c: Develop a regional-level guidance document that is needed by countries to strengthen the participation of the private sector in in the updating of NDCs.
• Activity 2.4.3.d: Develop guidance document needed to facilitate and strengthen the participation of sub-national governments in the NDC processes.

The consultant will be responsible for:
• Elaborate a workplan for the consultancy.
• Develop the activities and deliverables as part of the project implementation according with the guidance of UNEP Climate Change Unit and the Technical Project Coordinator.
• Develop the day-to-day activities in order to ensure that the project meets its objectives and achieves expected outcomes.
• To facilitate, support and carry out, when necessary, the interviews or generation of information necessary for the development of the mentioned activities and deliverables.
• Elaborate the deliverables specified below according with the indications of the UNEP Climate Change Unit and the Technical project coordinator.
• Elaborate inputs and recommendations for the proper execution of the project.
• Ensure coordination with relevant national institutions and government agencies to guarantee that project activities are distinct and fully complementary to other national initiatives.
• Observe national interests and priorities in the formulation of proposals, studies and conclusions developed.
• Attend meetings, calls, and guidelines provided by the UNEP Project Manager and the project technical advisory team.
• Meeting the deadlines set by the UNEP regional climate change unit.
• Not divulging information derived from or linked to this consultancy, unless expressly authorized by UNEP.

Purpose.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region, and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA)

One of the most relevant challenges for the implementation of the Paris Agreement poses to countries is to count with strong Transparency Frameworks. Article 13 of the Paris Agreement establishes the need of Parties to implement national robust and transparent monitoring, reporting, verification and accounting systems to give clarity on action and support while providing clear information to stakeholders. As part of building and enhancing their Transparency Frameworks, Parties of the United Nations Framework Convention on Climate Change (UNFCCC) will progressively implement better tools and institutional arrangements, many of them not sufficiently developed in the countries. This is especially true for developing countries.

The UNFCCC enhanced transparency framework demands substantial and immediate progress in the countries´ domestic Monitoring, Reporting, and Verification (MRV) and Monitoring and Evaluation (M&E) systems and strategic de-carbonization and adaptation planning. This entails moving from often disintegrated and often different methodological approaches in data management to an integrated and robust system. The success of the Paris Agreement hinges on enhanced transparency of action and support, as a critical foundation to making its bottom-up country-led approach work, as well as mutual trust and confidence amongst Parties.

Considering the common interest of the countries to advance the transparency agenda, both at the national and regional level, and the alignment of this initiative with the Green Climate Fund (GCF) results framework, the National Designated Authorities (NDAs) of 5 Latin American countries expressed interest in exploring GCF funding opportunities to support regional efforts and the exchange of experiences in transparency agenda. In December 2020, the project \"Increasing the ambition of the Nationally Determined Contributions and climate financing in the Central América\" was approved by the Green Climate Fund, through the Preparatory and Support Program.

The project, \"Increasing the ambition of the Nationally Determined Contributions and climate financing in the Central América \" aims to create the right conditions to promote enabling conditions and build capacities into the national governments, as well as facilitate private and public sectors articulation, as well as the exchange of experiences at a regional level. This project will be implemented in 5 countries in parallel.

Under the framework of the project a regional level forum is to be conducted. The event has been titled “First Climate Investment Forum of Central America: Increasing the Ambition for the Implementation of the NDCs”. It is a three-day event set to take place from May 17 to May 19 of 2023. The first day will be a closed event with the government representatives from the five project countries. The following day and a half will be open to the public, both physically and virtually. There will be capacity for physical attendance of up to 100 attendees and no limitations on virtual participation.

In this sense, it is required to hire a person who will provide technical and logistical support services in the organization and execution of the event. The person will provide supporting services to the NDC-5 team in charge of the forum before, during and after the event. The consultancy services will be provided in Guatemala. Qualifications Required

EDUCATIONAL BACKGROUND:
Bachelor’s degree in communications, international relations, marketing, journalism, administration, design, or related disciplines. (required)

WORK EXPERIENCE:
• At least three (3) years of experience in communications, event planning, international relations is required.
• At least one (1) years of specific work experience in coordination of events in sustainable development, environment or related topics is desired.

LANGUAGE:
• Fluent in Spanish. (required)
• Fluent in English. (desirable)

SKILLS:
• Mature judgment and absolute commitment to confidentiality; ability to work independently and under pressure; take the initiative to judge priorities and organize work accordingly, excellent organizational skills, ability to multi-task and attention to detail.
• Intermediate knowledge and ability to use the standard suite of applications (MS Office) desirable
