Organizational Setting
The FAO Representation in Georgia (FEGEO) is a multi-accreditation office of the Organization with a non-residential FAO Representative (FAOR). FEGEO is leading FAO's response to the national priorities related to food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the country closely interlinked with and contributing to the UN Sustainable Development Cooperation Framework in Georgia (UNSDCF) and the FAO Country Programme Framework (CPF). FEGEO formulates and implements the programme drawing on technical expertise from the FAO Regional Office for Europe and Central Asia and headquarters as well closely working with resource and development partners and the stakeholder in the public and private sector, academia and the civil society.
FEGEO has a large portfolio of projects implemented with a team of national and international staff and several offices throughout the country. FAO's main areas of work, based on the Country's Programming Framework (CPF) is focused on development of agriculture and food systems, rural development, food safety and consumer protection, environmental protection and climate change.
The EU funded projects under the European Neighborhood Programme for Agriculture and Rural Development (ENPARD), programme in Georgia is a significant component of FEGEO projects portfolio. They focus on policy assistance to the Ministry of Environmental Protection and Agriculture (MEPA) as well as direct support to farmers, Cooperatives and Small and Medium Enterprises (SMEs) in the sector of agriculture to promote a more inclusive, sustainable and environmentally friendly agricultural sector.

The position is located in the FAO Representation in Tbilisi, Georgia.

Reporting Lines
The Technical Adviser (Food Safety) reports to the FAO Representative in Georgia.

Technical Focus
The incumbent will lead the technical support in food safety for the implementation of the ENPARD Programme in Georgia, including the coordination with relevant technical officers of FAO in headquarters and the Regional Office for Europe and Central Asia (REU) in Budapest, Hungary.

Comprehensive technical and policy expertise to support technical cooperation-related programmes, projects, products and services in accordance with the FAO Strategic Framework.

Key Functions
•    Leads the development, implementation and evaluation of assigned technical cooperation-related programmes/projects; reviews relevant documents and reports; identifies priorities, liaises with relevant parties; identifies follow-up actions.
•    Coordinates technical cooperation activities and programme-related activities and reviews the assessments of issues and trends for their implementation and leads the preparation of impact evaluation or equivalent studies.
•    Supervises preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications.
•    Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations.
•    Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities.
•    Leads field missions, including provision of guidance to external consultants, government officials and other parties.
•    Provides advice regarding the development of policies and strategies related to technical cooperation, as well as regional, subregional and national protocols and guidelines for projects with specific domains related to FAO's work.

Specific Functions
•    Plans, leads and coordinates the food safety technical implementation of the ENPARD Programme. This includes: 
(i)    provision of technical guidance over the development of project implementation plan/action plan, ensuring buy-in from all relevant stakeholders;
(ii)    provision of technical guidance and coordination of technical multi-disciplinary teams of national and international experts for the implementation of this plan;
(iii)    development and delivery of training materials and technical reports required for the implementation of the Programme; and
(iv)    provision of technical guidance over the monitoring and evaluation of the implementation of project activities (through quarterly project progress reports, mission report, financial reports and other documentation) and propose adjustments to project activities as necessary.
•    Liaises with the Lead Technical Officer (LTO) and other FAO technical officers in headquarters and REU to obtain technical inputs and technical clearances on technical reports and presentations.
•    Supports and builds capacity for the rest of the FAO ENPARD project team to ensure timely technical support and capacity building provided to relevant stakeholders and project partners during the implementation of the Project's work plan. This includes training, coaching and mentoring.
•    Aligns with FAO's monitoring and reporting standards, develops technical, statistical, analytical, monitoring and reporting frameworks, and related tools, methodologies, systems and databases etc. to support the planning, implementation/delivery and monitoring of the programmes of work, products, projects and services.
•    Designs, conducts and coordinates the conduct of research, data collection, validation, analysis and/or reporting activities to allow for the collection of data for progress indicators and the assessment of the implementation of the programme in technical aspects as defined in the logical frameworks.
•    Drafts policy proposals as well as provides technical specialist and/or policy advice and expertise, in collaboration with and under the guidance of the LTO and other relevant FAO technical officers.
•    Responds to requests from the donor, the Ministry of Environmental Protection and Agriculture and provides technical advice and support.
•    Promotes linkages, dialogues and technical cooperation with all relevant stakeholders in Georgia, including Government institutions, donors, private-sector companies and Civil Society organizations, and participates in technical platforms and coordination fora, meetings and conferences for the benefit of the Programme's targeted population.
•    Performs any other related duties.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
•    Advanced university degree in agriculture, food safety and nutrition, or related fields.
•    Seven years of relevant experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes.
•    Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).
