UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

The Joint Directorate for the GPN provides support to the leadership of the Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau (CB) and serves as the principal management adviser to the Directors and Deputy Bureau Directors of both Bureaux. Turning UNDP’s vision of the GPN into action, the Joint Directorate coordinates joint management actions with the deputy directors and managers of the GPN. With a deep understanding of UNDP’s strategic and operational vision of the GPN, the Joint Directorate creates a dynamic team interaction that empowers teams and units within BPPS and CB to act as critical partners to meaningfully join and collaborate under a nexus approach.

The Programme Management team within the Joint Directorate is responsible for programme management support to the Directors and Deputy Bureau Directors of BPPS and CB, ensuring programme portfolio coordination, programme/project results management and quality assurance, programme/project resources management, and anchors the UNDP Funding Windows Manager function.

Under the oversight of the Chief of Joint Directorate for the GPN, the Team Leader, Programme Management and Results Team (PMRT) is responsible of leading the work of the PR team for both Bureaux and has the following functions:

  • Enable the strategic portfolio management of BPPS and the CB to achieve results;
  • Coordinate support to the planning and implementation of programme results and adherence to corporate standards;
  • Coordinate support to the planning and management of programme resources to deliver results and adherence to corporate standards;
  • Manage BPPS and CB strategies on partnerships and resource mobilization and anchor the secretariat of UNDP's Funding Windows;
  • Manage the Programme Management Support Unit team.

1.    Manage the Programme Results and Resource team

  • Serve as the key technical champion of the GPN Business Plan and ensure that the Business Plan guides day-to-day resource management decisions
  • Strategic portfolio management of BPPS and the CB to achieve results, coordinate support to the planning and implementation of programme results, strengthen GPN resource mobilization and strategic partnership management
  • Strategic coordination with Operations Team Lead, and Senior Management to ensure that efforts on resource mobilization are aligned with the direction of the GPN Business Plan, Integrated Operations resource mobilization projection portals, and overall resource management.
  • Set the direction for staff in the Programme Management team, including roles and responsibilities, accountability and reporting;
  • Lead and manage staff in the team in the formulation and implementation of the substantive work plan of the team and oversee staff accountability;  
  • Ensure that performance assessments are carried out according to UNDP procedures;
  • Establish and maintain an enabling environment for harmonious working relationships and team-building, by promoting consistent and constructive communication, open information sharing, and coordination among all staff; and
  • Ensure that the work of the Programme Management team is conducted in accordance with relevant business processes and that high-quality outputs are delivered on time.

2.    Enable the strategic portfolio management of BPPS and the CB to achieve results:

  • Provide strategic direction on BPPS and CB’s programme/project portfolios to ensure they effectively contribute to UNDP’s Strategic Plan and reflect corporate priorities as well as demands of the programme countries, in line with the vision of the GPN and the parameters of the GPN Business Plan;
  • Develop, in close coordination with BERA, strategic alliances and approaches to resource mobilization, partnerships, communications and advocacy for the GPN and its programme/project portfolio.
  • Ensure and monitor appropriate mechanisms for of the BPPS/CB programme/project portfolio quality assurance
  • Coordinate and monitor the implementation of the GPN Business Plan, including the establishment of the GPN Governance Board and organization of GPN Governance Board meetings, ensuring proper advance coordination and readiness;
  • Follow up on implementation of GPN Governance Board decisions, coordinating with other teams, regional bureaus and regional hubs;
  • Ensure integrated approach of all UNDP Bureaux to implement the vision of the GPN, including synergies between global and regional programmes, in close collaboration with regional and central bureaus, regional hubs and policy centres.

3.    Coordinate support to the planning and implementation of programme results and adherence to corporate standards

  • Advise BPPS and CB senior management on strategic planning and substantive prioritization to best deliver results;
  • Act as BPPS and CB focal point for corporate annual and integrated work planning processes;
  • Coordinate portfolio-wide results formulation and programme/project design;
  • Manage results-based monitoring for the BPPS and CB programme/project portfolios;
  • Support BPPS and CB’s compliance with corporate systems, including work planning, corporate surveys, and results reporting;
  • Ensure coherent and consistent establishment of BPPS and CB’s programme/project portfolio in Atlas and in other relevant corporate planning and results reporting systems;
  • Develop new initiatives, innovation streams, and/or surveys to measure results;
  • Support the design, compliance and quality assurance of BPPS and CB programme/project evaluations as well as the implementation of evaluation recommendations and management responses;
  • Oversee quality assurance of BPPS and CB’s programme/project portfolio and ensure adherence to corporate policies and procedures.

4.    Coordinate support to the planning and management of programme resources to deliver results and adherence to corporate standards

  • Support BPPS and CB senior management in managing resource allocations and planning of activities to support the implementation of the BPPS and CB programme/project portfolios;
  • Ensure the implementation and maintenance of programme resource planning and monitoring systems;
  • Coordinate closely with the Integrated Operations team under the Joint Directorate and all BPPS and CB teams to ensure proper planning and utilization of resources;
  • Continually review information, reports and trends on programme resources to provide analysis and recommendations for BPPS and CB senior management;
  • Develop and conduct a competitive landscape analysis of partners, their priorities and characterization of their relationships/partnerships with BPPS and CB;
  • Use corporate tools for the monitoring of programme resources management such as balanced scorecards and dashboards;
  • Coordinate accurate and efficient management of programme resources;
  • Ensure the existence of adequate resource monitoring systems for better management of BPPS and CB programme resources;
  • Ensure that all programme/project managers are kept abreast of respective programme resource positions;
  • Ensure that implementing partners receive adequate and timely technical support when and, where needed, and lead in promoting the development & capacity building of partners to comply with requirements.
  • Ensure strategic programme/project pipeline development and resources management, including in Atlas.

5.    Manage BPPS and CB strategies on partnerships and resource mobilization and anchor the secretariat of UNDP’s Funding Windows

  • Develop and lead the BPPS and CB strategies related to donor relations, resource mobilization and partnership building, coordinates partnerships and development of innovative funding arrangements;
  • Scan opportunities for resource mobilization based on partner-specific intelligence and the competitive landscape, identifying where BPPS and CB competency and strengths overlap with partner needs and interests;
  • Coordinate the negotiation of mutually beneficial agreements with donors;
  • Anchor the secretariat function of UNDP’s Funding Windows that supports the Funding Windows manager on all aspects of Funding Windows management, including planning, management and reporting, engagement with contributing partners, facilitating the relevant mechanisms for resource allocation and implementation quality assurance, and compliance with corporate standards, commitments and reporting requirements.

  • At least 2 years of experience in UN system Country Office settings or with a multilateral organization of similar size and complexity is required;
  • Experience in crisis context is desirable.

Language Requirements:    

  • Fluency in English, both written and oral;
  • Working knowledge of another UN language is desirable.
