Project Overview and Role:
The Pacific Labour Facility (PLF) facilitates seasonal and longer-term work opportunities for Pacific workers to Australia. It connects Australian employers with Pacific workers, supports the administration of the Pacific Labour Scheme (PLS) and provides targeted support to Seasonal Worker Program (SWP).

The PLF is managed by Palladium and provides the backbone of Australia’s future support for circular labour mobility in the Pacific under the direction of the Department of Foreign Affairs and Trade (DFAT). The PLF has been established as a trusted intermediary in connecting Australian employers with Pacific workers.

The Team Leader will deliver on all aspects of the PLF, including managemen t of activities, program finances, subcontracting and management of program partners.

Primary Duties and Responsibilities:

Under the direction of the Contractor Representative the Team Leader will:
* Lead the delivery of all aspects of the PLF, including management of team activities, program finances, management of program partners.
* Lead, guide and mentor PLF staff to ensure a flexible and dynamic learning culture that utilises research to promote teamwork, the exchange of ideas and a style of working that is congruent with PLF partners in Industry and Government.
* Develop and foster relationships with key public and private institutions and individuals involved in Labour Mobility in the Pacific and Australia as required.
* Develop and execute PLF strategies that are likely to yield results in accordance with the PLF’s objectives and DFAT policies.
* Maintain strong working relationships with DFAT, DESE and Fair Work Ombudsman along with participating DFAT Posts; and build and maintain excellent relations with participating Pacific government partners and private sector business partners.
* Act as a trusted intermediary, and coordinate engagement between multiple stakeholders, including employers, workers, DFAT, other government agencies, Labour Sending Units (LSUs) in Pacific Countries, the APTC, industry groups and unions.
* Act as direct line manager for senior staff members.
* Attend a range of program meetings with DFAT during implementation to review and discuss progress, proposed amendments, contract performance, accuracy of invoices, and any other matters that arise.
* Provide leadership and advice on the strategic development of the PLS including how best the PLF can support the Australian Government’s policy objectives in the region.
* Maintain an understanding of social, cultural, political and institutional factors affecting education, training and employment in participating countries.

Required Qualifications:

The successful candidate will require:
* An appropriate number of years relevant work experience in team leadership and management, particularly for a diverse/multi-cultural team.
* Experience managing large, complex (preferably DFAT) development programs.
* Experience working with donors and governments in the Pacific.
* Demonstrated experience in donor reporting with a preference for experience with DFAT guidelines and deliverables.
* Demonstrated experience in risk management.
* Understanding of circular labour mobility key concepts and issues in Australia and the Pacific.
* Excellent interpersonal skills including cross-cultural experience.
* Excellent written and verbal communications skills in the English language.
