    Introduction

    ILO Country Office for Bangladesh, with funding from Global Affairs Canada (GAC), has launched a new project entitled: 'Leaving No One Behind: Improving Skills and Economic Opportunities for the Bangladeshi Community and Rohingya Women & Youths in Cox's Bazar.' The Project is designed based on the combined experience, mandates and values of specific development and humanitarian organizations in responding to the forced displacement of Myanmar Rohingya people in Cox's Bazar, Bangladesh, from 2017 onward. The Project is built on an alliance of ILO, UNHCR, IOM, UNDP, where ILO and UNDP will work in the Bangladeshi community and UNHCR and IOM in the Rohingya Camps, that will combine their expertise and experiences in refugee protection, livelihood, skills development, and self-reliance for the Rohingya Refugee and host communities. This Consortium will also play a leading role in harmonizing of practices under the Joint Response Plan (JRP) for the Rohingya Humanitarian Crisis.

    The project interventions aim to improve the resilience and self-reliance of Rohingya refugees and enhance the economic empowerment of vulnerable host communities through skills and livelihood development programme ensuring employment and decent work. It will provide support through skills and entrepreneurship development for the vulnerable refugees and host communities using ILO tools and methodologies to improve their livelihood and enhance the peaceful co-existence of the refugee and host community.
    The ILO will lead the Project as an Administrative Agent and receive contributions from GAC and transfer to the participating UN agencies as per UNJP modality. It will also assume the responsibility of consolidating financial and technical reports based on the submissions of the convening agencies; and submit the same to GAC. The UNHCR will be the convening agency for the activities in the refugee camp; while ILO will be the convening agency for the activities in the host community. ILO as an administrative agent will provide technical guidance to convening agencies and it will exercise overall technical and political leadership of the Project and comprise the technical expertise to support the entire Project and consortium partners.

    The incumbent will lead the convening agency and perform Project's key responsibilities, including liaising with government agencies, development partner and shall be responsible for the technical coordination, monitoring, evaluation, and reporting. The Team Leader (TL) will coordinate all the Joint Programme partners-UNHCR, IOM, UNDP, ILO, and BRAC. S/he will provide technical support to the consortium partners in coordination with DWT specialists in the Regional Office and HQ. TL will also provide administrative and advisory services to the consortium partners and ILO to ensure efficient and effective implementation of the Project.

    Reporting lines:

    The incumbent will report to the Country Director, ILO CO-Dhaka, with an indirect technical reporting to the Skills and Employability Branch and Enterprise Branch of ILO HQ and DWT-New Delhi. S/he will coordinate with and receive technical guidance and advice from relevant technical specialists in the Decent Work Technical Support Team (DWT) New Delhi and will also work in close consultation and coordination with the Regional Programming Unit and the Regional Administrative Services Unit.

    Description of Duties

    1. Programme management and coordination

    a) The Team Leader will take responsibility for overall project leadership, technical coordination, monitoring, evaluation, and reporting
    b) Lead in establishing a partnership between the donor, ILO and UNHCR, and other consortium partners such as BRAC, UNDP (A2i Government programme)
    c) Lead in discussions and required endorsement/approval processes of the Project with the Government
    d) Manage funds/budgets allocated to the Project, place requests for funds to the donor, and ensure timely disbursement of funds to the consortium partners
    e) Manage the human resources of the convening agency, including recruitment and performance management, efficiently
    f) Provide high-level development partners coordination on Rohingya and development nexus
    g) Coordinate the preparation of periodic/annual workplan and narrative progress reports of the Project for submission as per the established rules and procedures in cooperation with the consortium partners
    h) Develop an effective monitoring and evaluation system for regular reporting to ILO, PUNOS Government and donors as per SAA with Donors and MOUs with PUNOs
    i) Undertake exploratory and monitoring missions in the project location and address in timely manner obstacles and challenges identified in the implementation of the programmes
    j) Continuously review the status of the programme and provide strategic and policy advice to the relevant partners on required follow up and/or alternatives for corrective action
    k) Coordinate the gender mainstreaming agenda across the project partners and advocate for the coordinated effort by other agencies
    l) Promote environmental and climate change agenda of the Project
    m) Connect to and use ILO good practices in this space i.e., PROSPECTS project and other such initiatives
    n) Facilitate and promote coordination and collaboration with other actors in the Rohingya humanitarian response both at national and international levels
    o) Represent the ILO at inter-agency (United Nations Head of Sub Office-UNHoSO, Cox’s Bazar) and donor meetings

    2. Technical Advisory Support

    a) Provide technical expertise and advice to the project team and when required to the stakeholders of the project, including relevant government agencies and other key institutions
    b) Map out key internal and external stakeholders and work effectively with the stakeholders to develop and maintain professional collaboration and partnerships at district levels on skills and livelihood development issues
    c) Provide technical backstopping to the Project teams in preparing detailed work plans, budget and effective implementation of activities
    d) Lead the development of, and implement an advocacy and communication strategy through traditional and innovative media and knowledge-sharing platforms
    e) Define and share key messages of the project components with all stakeholders and target audiences, ensuring the recognition of and ownership by project work by the Government and private sector partners
    f) Promote ILO policies in the programme-related technical areas and other components of the ILO Decent Work Agenda and Decent Work Country Programme
    g) Support the ILO Country Office in matters relating to providing technical advice to the government, employers, and workers organizations on skills development issues of CXB as well as National context
    h) Identify and document lessons learned and contribute to knowledge management activities to expand and enhance learning on supporting the access of refugees and host communities to decent work.

    Required qualifications

    Education

    Advanced university degree (minimum Master’s degree) in Education/Business Management/Social Sciences/International Relations/Development Studies or other related area preferably with specialisation in Skills Development Policy, Planning and Management, Development.

    Experience

    ⦁ Minimum 10 years of relevant work experience in the field of skills development policy formulation and dialogue, design and programme implementation in skills and livelihoods in fragile setting, of which preferably 7 years acquired at the international level
    ⦁ Proven leadership and managerial experience and proficiency in the field of skills and livelihoods and entrepreneurship development policy and planning.
    ⦁ Considerable knowledge of skills and livelihoods systems, ILO enterprise development tools and methodologies, and successful project management is required.
    ⦁ Work experience in fragile and crisis settings environment would be an asset.
    ⦁ Familiarity with ILO policies, technical programmes and procedures and professional experience in Bangladesh would be an advantage.

    Languages

    Excellent command of English. Knowledge of Bengali is an asset.

    ⦁ Proven competencies in excellent networking, advocacy, and interpersonal skills and the ability to negotiate with partners and stakeholders at all levels

    ⦁ Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes
    ⦁ Excellent computer/information application skills, including word processing, excel, PowerPoint, etc.
    ⦁ Strong written and oral communication skills
    ⦁ Ability to produce high-level quality reports.
