Job description

We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: Support to CEPA monitoring, implementation and communication” in Armenia.

The overall objective (impact) to which this action contributes is:

a) Support to the reform process, EU Delegation to Armenia, CEPA implementation and the deployment of a HLA

Improved reform process aligned with CEPA implementation; Progressed implementation of CEPA commitments.

b) Strategic communication and the general communication of the EU Delegation

Strategic communication

Strategic, trustworthy, sustainable, transparent and results-oriented communications of the Armenian Government and its agencies; Reduced spread of disinformation and misinformation; Increased resilience towards disinformation and misinformation; Better understanding of Government and European Union actions in Armenia among the general population.

General communication of the EU Delegation

Increased awareness about the EU support to Armenia, particularly in the field of the CEPA implementation related reforms;

Improved understanding and support of the EU and its activities in Armenia among the Armenian audiences; Increased positive view of the EU among Armenian citizens.

c) Support to Civil Society Organisations

Inclusive and evidence-based policy-making, advocacy and monitoring of CEPA.

Your profile

Qualifications and skills

Master’s degree in development studies, economics, law, international relations, public administration, public policy or other social sciences or in the absence of the Master’s degree 5 years of general professional experience additional to the number of the required general professional experience specified below; Fluency in English;

General professional experience

At least 15 but preferably more years of experience with sectoral strategy drafting and development, development and advice in the formulation of policies related to national development and/or international assistance and to the policies specified in the CEPA.

Specific professional experience

At least 7 but preferably 10 years of experience of contributing to government reforms in the fields specified in CEPA; Experience as a team leader within at least 2 technical assistance projects with a budget of not less than 3,000,000 EUR per project; Experience in coordination of donor activities in one of the Eastern Partnership15 countries; Work experience as a Team Leader /Key Expert in any of six Eastern Partnership countries would be an asset.

Location information

Yerevan, Republic of Armenia. Missions to other locations in Armenia are also foreseen. The locations for the study visits and missions will be clarified with the Contract Authority prior to each travel.

Start date & period of implementation

The intended start date is 1 April 2023 and the period of implementation of the contract will be 48 months from this date (for a minimum of 750 days).
