The Pacific Community (SPC) invites applications for the position of Team Leader - Mainstreaming and Capacity Building located at its regional office in Suva, Fiji.

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Regional Rights Resource Team (RRRT) of the Pacific Community (SPC) was established in 1995 and has been a pioneer in providing human rights capacity-building, research, policy, legal and technical assistance in the Pacific region. RRRT’s mission is to advance human rights and good governance standards for the sustainable and equitable development of the region and the benefit of all Pacific peoples.

The Team Leader – Mainstreaming and Capacity Building is responsible for building the internal capacity of SPC and RRRT to advance human rights in the Pacific region through: leading the design and implementation of RRRT’s work to mainstream a rights-based approach across SPC within the framework of the SPC People-Centered Approach Strategy; and ensuring RRRT applies the appropriate materials, resources, tools, methods and practices (pedagogy) to effectively deliver its training, technical assistance and capacity building work more generally under its Business Plan. The requirements of the role includes: the design of new or adapting current materials, resources and tools for use by RRRT and ensuring their effective use by RRRT staff; as well as providing appropriate training, coaching, mentoring and any other forms of capacity building, to RRRT as required, to ensure that RRRT’s work is of a high quality and consistently meets human rights, adult learning andragogy and mainstreaming technical standards.

Key selection criteria

Qualifications

· A master’s degree in relevant field such as international development, human rights law, education/teaching/adult learning or social science. Or equivalent years of experience working in a social development and/or human rights international organisation.

Knowledge and experience

· At least 10 years of experience in a similar position with complex multi donor, multi stakeholder and multi beneficiary projects

· Experience applying human rights-based approaches (HRBA) in development programming and integrated programming

· Leadership experience, including ability to build and sustain high performing multi-disciplinary and cross-cultural teams

· Previous experience in the production of multi-media technical and educational resources, including experiential learner-based teaching and learning activities is desirable

· Experience in the Pacific Islands region is desirable

Essential skills

· Thorough understanding of project management including project-cycles, results-based planning, monitoring & reporting, and risk management

· People management skills, including the ability to train, mentor and coach staff using a range of approaches

· High degree of problem solving at a project management level

· Budget development, execution and reporting skills

· Skilled in wide range of capacity building and mainstreaming modalities

· Ability to work constructively to resolve issues, concerns or differences of opinion

· Excellent influencing and relationship building skills

Language skills

• Excellent English communication skills (oral and written) with a working knowledge of French being an advantage

Interpersonal skills and cultural awareness

· Ability to work in a multicultural, inclusive and equitable environment

· Capacity to represent SPC RRRT at regional and international forums

Salary, terms and conditions

Contract Duration – Until 31 December 2021, with possibility of extension based on funding and performance.

Remuneration – The Team Leader – Mainstreaming and Capacity Building is a Band 12 position in SPC’s 2020 salary scale, with a starting salary range of 3,478‒4,348 SDR (special drawing rights) per month, which currently converts to approximately FJD 10,365–12,956 (USD 4,800–6,000; EUR 4,278–5,348). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,230–2,750 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and 30 days of sick leave per annum, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
