The Pacific Community (SPC) invites applications for the position of Team Leader – Fisheries Information and Knowledge within its FAME division located at its headquarters in Noumea, New Caledonia.

The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is one of SPC’s oldest Divisions and it has been providing scientific and technical expertise to support fisheries management and sustainable development in the Pacific for over 60 years. FAME’s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). OFP is the region’s centre for oceanic fisheries science and information, providing essential data collection, data management and modelling and analysis services to the Pacific. CFP provides science and technical support to PICTs to enhance the management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods across the region. The work of OFP and CFP are supported by the FAME Director’s Office, which includes the Fisheries Information and Knowledge team, communications, and the Programming, Monitoring, Evaluation and Learning team.

The role The Team Leader – Fisheries Information and Knowledge will lead and manage the work programme of the Fisheries Information and Knowledge team to strengthen and direct fisheries information and knowledge learning activities to ensure that fisheries managers, policy makers, fisheries stakeholders and the public are kept informed on fisheries issues and SPC efforts to address them. This includes design and implementation of FAME’s information and knowledge outreach approach and regional information and knowledge outreach coordination and support.

The key responsibilities of the role include the following:

1. Information and knowledge outreach for fisheries managers, policymakers, fisheries stakeholders, and the public

• Drive implementation of FAME’s information and knowledge outreach approach.

• Coordinate the preparation and distribution of key information and policy documents for the region.

• Lead and co-ordinate the maintenance of the FAME website.

• Conduct or provide capacity building to FAME staff to conduct information and knowledge outreach.

• Identify information sources and collaborate with other SPC staff in responding to requests from SPC member countries for information.

2. Information and knowledge outreach approach design and resource mobilisation

• Drive design of FAME’s information and knowledge outreach approach.

• Advise FAME management on information and knowledge outreach approach and outcomes including strategic direction of FAME work and areas for programme improvement.

• Develop and incorporate quality, results-focused and people-centred information and knowledge outreach practices into new project design and funding proposal development.

• Periodically review effectiveness of fisheries information and knowledge dissemination, and develops strategy to improve.

3. Regional information and knowledge outreach approach coordination and support

• Collaborate with external partners to develop regional approaches and fisheries information and knowledge frameworks for regional and international strategies.

• Support large-scale regional fisheries projects and programmes to promote fisheries information and knowledge that is harmonised across the region and ensure common approaches are utilised.

• Work with SPC member fisheries departments to organise and disseminate their own information.

4. Team leadership, management, and mentoring

• Lead, manage and mentor the fisheries information and knowledge team to deliver high quality technical and capacity building work.

• Develop, in consultation with the Director and other senior FAME staff, annual work plans and work plan reports for the fisheries information and knowledge team consistent with the FAME Business Plan.

• Manage the activities of the fisheries information and knowledge team consistent with the annual work plan and available funding.

• Seek continuous improvements and facilitate innovation across the fisheries information and knowledge team including through professional development opportunities.

Key selection criteria

1. Qualifications

• Postgraduate degree in a relevant field such as fisheries, marine ecology, natural resource management or, information and knowledge management.

2. Technical expertise

• At least 10 years of experience working in fisheries information and knowledge outreach, preferably in the Pacific.

• At least 5 years of experience in staff management and team leadership including mentoring, staff appraisal and performance management

• Knowledge of current Pacific regional fisheries science and management issues.

• Proven experience of working with gender and human rights-based issues relating to fisheries.

• Knowledge of advanced information and knowledge outreach publication and dissemination tools and systems.

• Proven experience in the development of fisher-friendly species identifications guides for marine fish and invertebrates.

• Proven experience in website design, maintenance, and development.

• Proven experience in desktop publishing and the production of print-ready publications.

• Proven ability to design, plan and facilitate member and regional workshops and trainings.

• Proven experience working with PC systems, across Windows and Mac, and publishing and MS Office software.

• Experience in information and knowledge budget development and execution.

• Experience in project management and coordination.

• Willingness to travel and undertake overseas assignments in SPC member countries.

3. Language skills

• Proven verbal and written presentation and communications skills in English, both at a technical level and in the preparation of information for the public.

4. Interpersonal skills and cultural awareness

• Proven experience in liaising and negotiating with people from different ethnic, cultural, and educational backgrounds.

Salary, terms and conditions

Contract Duration – This vacant position is budgeted for 3 years and is subject to renewal depending on performance and funding.

Due to the current travel restrictions caused by the global COVID-19 pandemic, and the priority SPC places on its staff safety, health and well-being, please note that there may be delays in taking up the appointment. These matters will be discussed thoroughly with successful candidates. In most cases, any appointment and on-boarding would only commence when relocation to the duty station is permitted.

Remuneration – The Team Leader - Fisheries Information and Knowledge is a Band 12 position in SPC’s 2021 Noumea salary scale, with a starting salary range of SDR (special drawing rights) 4,685-5,760 per month, which converts to approximately XPF 685,755-843,105 (USD 6,512-8,006; EUR 5,747-7,065). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
