PIH-Liberia TB/HIV Lead provides clinical and program leadership for PIH-Liberia's TB and HIV programs in Liberia including direct Clinical accompaniment to the National TB program and the national TB hospital in the care of Drug-Resistant TB and at the TB ward in Maryland county. The TB/HIV lead will provide Clinical supervision at the county hospital and three outpatient TB care for patients living with TB and HIV in Maryland County; and provide strategic program design and implementation including prevention, contact tracing, diagnosis and retention in care. The role requires a seasoned and dedicated TB/HIV clinician who also has experience in program management and team leadership.

Key Responsibilities:

Patient care and mentorship (divided evenly between TB annex in Monrovia and TB/HIV programs in Maryland County):

Provide daily clinical care to TB/HIV patients on inpatient ward and in follow-up clinics including charting, guiding nurses and junior practitioners to improve quality of careSupervise and mentor the following PIH staff including goal-setting, performance review and regular check-ins: DR-TB GP physician in MonroviaTB physician assistant (primarily based in Maryland)HIV physician assistant (primarily based in Maryland)TB program manager and assistantAny interns affiliated with TB and HIV programsOrganize and lead training sessions in collaboration with other PIH departments, TB annex Medical Director, and relevant CHT staff in Maryland.Lead morbidity and mortality review every time there is death or a misfortune occurring in the TB wardLead alongside the TB Annex Medical Director, the clinical review meetings CRC to review and decide on challenging cases/situations.Assist clinical staff in weekly presentations on topics of relevance in the wardLead weekly cross-site (between Monrovia and Maryland) clinical meeting/calls to provide clinical guidance for DR-TB care providers at both sitesProvide ongoing mentorship and training to MOH DR-TB providers (e.g Nurse in Charge, PA, TB focal person) to foster capacity building and medical leadershipEnsure ongoing clinical and laboratory monitoring is taking place in alignment with National Guidelines and Lab SOPs; this includes but is not limited to sputum collection for culture/DST, chest X-rays, BMI, viral load monitoring, etc

Supply chain

Support the TB Annex/NTP in drug procurement for MDR-TB patients (includes ancillary drugs) and liaise with PIH procurement team for needed items on the ward that are not provided for by NTPSupport the Maryland County HIV and TB programs by providing regular follow-up and advocacy with NTP and NACP in drug procurement and last-mile distribution to MarylandWork with PIH pharmacist and Supply Chain Manager to develop effective tools and mentorship relationships with national TB and HIV programs to ensure steady supply of medications and track stock-outs

Program management and technical assistance

Coordinate quarterly review of HIV and TB data for Maryland county along with M&E focal person, Director of Clinical Services, and program physician assistantsLead quarterly cohort review at the TB annex.Work with M&E team to ensure adequate charting and data collection practices are in place and being routinely observed.Manage budget allocated for patients in collaboration with the Director of Clinical Services as per finance policyEnsure reports are prepared and sent to donors on time while providing narrative for performances.Assist in writing funding and research proposals to strengthen HIV/TB care in collaboration with Policy & Partnership team and Clinical Director, particularly for TB/HIV integration, case-finding and support strategic, operational plan elaboration and evaluation.Provide on-time information and input when required by Policy and Partnership department to seize opportunity for additional funding to maximize PIH intervention for the most in needProvide technical support in subjects of expertise to NLTCP/NACP if neededSupport Director of Clinical Services in program management tasks when requestedParticipate as time permits in national level meetings

Qualifications:

MD degreeMPH is strongly preferredSpecialty training in internal medicine, family medicine, pediatrics with infectious disease an advantageClinical expertise in managing TB/MDR-TB and HIV in low-resource settingPersonnel management and teaching experience is recommendedAbility to mentor and manage individuals with diverse educational and cultural backgroundsStrong written and spoken English skills and ability to communicate clearly with a variety of stakeholders including patients and colleagues.Ability to work/interact with MOH members in a respectful and inclusive mannerHumility and respect for others’ views are highly recommendedExperience managing personnel, budgets, and/ or program activities.Experience providing direct patient care in a low-resource health care setting.A strong commitment to social justice and health as a human right is essential in all aspects of the leadership and managementExemplary interpersonal communication skills, verbal and written, required to respectfully and effectively engage others.Ability to live in Liberia full-time and travel within Liberia as needed.
