TB Innovations and Health Systems Strengthening (TBIHSS) is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Project will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease lost to follow-up rates, and increase TB treatment success rates and TB cure rates.
JOB SUMMARY:
Reporting to the TB/DR-TB Technical Advisor, the Provincial/City TB Technical Officer will provide technical assistance, guidance, and support to the project TB/DR-TB technical team on the provincial/city and facility levels implementation. S/He will coordinate all TB/DR-TB activities and implementation across consortium partners in the public sector within the province/city, monitor activity progress, and provide focused technical assistance as needed to consortium partner teams. S/he will ensure that the implementation of TB/DR-TB interventions is in line with Government of Philippines priorities and goals of USAID TBIHSS in the Philippines.
KEY RESPONSIBILITIES:
The Provincial/City Technical Officer will support the TB/DR-TB team in implementing the project’s planned activities through the following:
Provide technical assistance for project-supported facilities and implementing partners in the public sector within the province/city, including coordinating and providing TB/DR-TB-related trainings
Collaborate and coordinate with staff of provincial health office and organizations/partners to carry out TB/DR-TB programs and to support the planning, implementation, monitoring, and evaluation of project activities
Develops and maintains relationships serving as the liaison for Project teams, as well as for government officials, local communities, and other organizations in the province/city
Provide recommendations for project improvement and technical implementation of TB/DR-TB activities based on monitoring and evaluation of ongoing activities
Draft, collect input, and finalize: Expense Authorizations, Purchase Requests, Expense Reports, Activity Design, Activity Reports, and other documents required respecting all requirements and timelines
Submit bimonthly progress reports and field visit reports and ensure effective filing of documentation in accordance with project and donor guidelines
Documents and shares Project accomplishments, best practice, challenges and lessons learned among consortium partners in the province/city
Provide technical support to other teams within the Project as necessary
Perform other duties as assigned to support the Project’s overall objectives and activities
MINIMUM REQUIREMENTS:
Knowledge of TB/DR-TB situation in the Philippines
Minimum of 3 years’ experience with project management
Experience working in organizations or as part of projects that address technical TB issues
Proven experience working with government officials, particularly with Department of Health and local government units, to support strategy development, implementation plans, and decision making is highly desirable
Knowledge, understanding and technical expertise in the application and implementation of TB/DR-TB strategies and technical guidance
Excellent oral and written communication skills in Filipino and English languages
Proficient in MS Office (Excel, PowerPoint, etc.)
Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
Usual office working conditions
Area of assignment: Project site (Negros Oriental, General Santos City)
Ability to travel domestically at least 80%
EDUCATION/TRAINING:
Bachelor’s degree in public health or other health related fields or its equivalent; Master’s degree is an advantage
With relevant training/s in any of the following: NTP Manual of Procedures, Basic PMDT Course, Clinical Management Training on DR-TB, Active Drug Safety Monitoring and Management, TB Preventive Treatment, HIV Counseling and Testing
