This study will complement previous needs assessment to ensure an integrated approach to addressing women refugees needs upon return. It will also contribute to building awareness about refugees' needs in an inclusive way and to help in developing plans and for returns and reintegration of returnees that address key challenges faced by special categories of Women refugees. The assignment will be until the end of July 2022 starting from the signature date of the contract. Duties and Responsibilities

Under the supervision of the Programme Manager of the National Agenda for Syria Programme, the consultant will be responsible for the following duties:

The selected consultant is expected to undertake the following key tasks:
- Conduct literature review on the topic and status of women refugees in Lebanon and Jordan
- Identify inclusion criteria for the social category studied and key research questions examining sectors and capacities of interest.
- Develop a concept note including a detailed agenda and description of tools and methodologies to be applied that would be used during a consultative meeting with at least 25 local stakeholders concerned with the social category studied.
- Facilitate one consultative meeting and develop a short report outlining major outcomes of the consultative meeting and list of participants.
- Develop methodology and guidelines to be used during discussion for the consultation meeting, agenda and list of participants, and a report of the consultation meeting.
- Train a group of experienced Syrian women from local communities on methodology developed to organize focus group with Syrian women refugees.
- Support the organization of at least 3 focus group meetings for each beneficiary group.
- Co-facilitate focus group discussions with older women and women with disabilities.
- Develop the guiding questions for semi-structured interviews (SSIs) with a selected group of a minimum of 20 stakeholders to further discuss the needs assessment research topics and key issues, and validate indicators and available data for them, and fill gaps in data where possible.
- Develop a report in Arabic 12,500-15,000-word on women strategic needs, particularly older women and women with disabilities. Qualifications/special skills

Skills: Proven knowledge of the Syrian conflict and established publications record on the Syrian context is highly desirable.
Academic Qualifications: Master's degree in gender, sociology, development studies, social studies, or a related area is required.
Experience: A minimum of five years of experience in conducting research, policy advocacy activities, capacity building need assessment, writing reports or a related field is required, in addition to the desirable criteria:
-Proven experience with high-level policy research is required (including quantitative and qualitative research).
-Demonstrated strong experience in conducting research, policy advocacy activities, capacity building needs assessment and writing reports.
-Extensive experience in working on projects related to issues of women's empowerment and inclusion.
Language: Fluency in English is required.
