The consulting assignment is to provide support to the UNEP Buildings team to achieve the following objectives:

• Successful start of activities for promoting and accelerating the use of responsibly sourced materials for buildings and construction in India and Bangladesh.
• Successful implementation of Buildings and Construction roadmap process and development of state level-roadmap.
• Policy enhancement and training to address embodied carbon and support the uptake of sustainable building materials and material efficiency strategies.
• Identification of pilot projects (social housing/affordable housing projects, building passport, eco-innovation)
• Knowledge exchange, training and capacity building of stakeholders
• Effective communications and outreach on Buildings and Construction in events. Work Location

The assignment will be of 12 months (with possible extension) Duties and Responsibilities

In December 2021, UNEP has been granted funding from the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) to implement a new project titled \"Transforming the Built Environment through Sustainable Materials\". This project will operate until December 2025 in four countries including India and Bangladesh and aims to support governments and construction value chain stakeholders in promoting circularity in buildings through the creation of an enabling framework for the responsible acquisition of building materials and promoting the development of a sustainable construction materials market.

A Senior individual consultant with good experience in project management, as well as in buildings, sustainability, and climate change in the South Asia context (India and Bangladesh), with excellent communications and writing skills is needed to support the UNEP Buildings team in the development of these efforts.

In collaboration with the Buildings team and project partners, the senior consultant will conduct the following activities:

1. Facilitate engagement and coordination with local partners and counterparts.
2. Support the drafting of concept notes, briefs, terms of reference, implementation plans for experts/partners for the activities to promote responsibly sourced materials in India and Bangladesh.
3. Support the drafting of the concept notes, briefings and agendas for events, and support event preparations
4. Monitor and support implementation of project activities in India and Bangladesh.
5. Review documents and outputs from activities in India and Bangladesh.
6. Provide technical advice for pilot projects and state-level implementation activities.
7. Provide recommendation for policy advocacy on use sustainable building materials.
8. Participate in GlobalABC’s roadmap coordination group calls and GlobalABC’s materials group calls.
9. Conduct research on selected buildings and construction topics
10. Support communication efforts on UNEP’s Buildings and Construction activities.
11. Submit monthly activity reports summarizing the tasks delivered. Qualifications/special skills

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in architecture, civil engineering, environmental policy, political science or economics preferably with relevant specialization in sustainable buildings and construction, resource efficiency, circularity, climate change or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience: At least seven years of working experience in project management and capacity support at national level on sustainable buildings and construction and related policies is required. Understanding of contexts specifically in South Asia (India and Bangladesh) related to sustainable buildings and construction, as well as understanding of private sector, value chains of building materials and multistakeholder consultations. Knowledge of UN processes through work experience in a UN agency is desirable. Knowledge of climate change and resource efficiency / circularity related policies is desirable.
Language: Fluency in written and spoken English is essential.
