GENERAL BACKGROUND

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated Support Services Team Leader who will fulfil daily accounting tasks and assist in coordinating financial functions and services in DRC BiH.

About the organisation

Danish Refugee Council (DRC) has been working in Bosnia and Herzegovina since 1992 and closed its office in the country at the end of January 2010. In July 2018, DRC re-opened its mission responding to increasing and priority needs of Person of Concern (PoCs) in close cooperation with the BiH Authorities. More specifically, DRC BiH focuses on improving the access to primary and secondary health care, including psychosocial and mental health services to PoCs, as well as on enhancing the overall protective environment for PoCs, with particular focus on case management in SGBV and timely outreach response to the rights violations at the borders. DRC has its main office in Sarajevo and the activities implemented in Una-Sana, Herzegovina- Neretva, Sarajevo Canton, Tuzla Canton and Republika Srpska.

Position: Support Services Team Leader

Project duration: 1 July 2023 – 31 December 2023

Duty Station: Sarajevo Canton (SC)

Time Allocation:

Finance focus: 90%

Support function oversight: 10%

Basic functions: The Support Services Team Leader, provides coordinated and strategic leadership for all support functions and ensures the smooth running of all support functions to meet the programme needs in line with the DRC Operations Handbook.

Reference: Support Services Team Leader, refers to the Country Director, and works in close cooperation with Programmes, Finance officer and other support services.

Specific duties and responsibilities:

Planning and strategy

Oversight of annual plans for support services is done and regular targets are met and that these are linked to the coordination unit for country-wide consistency Ensure that project planning includes relevant support service requirements (such as lead times and appropriate budgets) Ensure that resource mobilisation is realisitc and meets the needs of support functions, by using the operations budget to input to donor proposals Provide support to the SMT for the compliance self check, risk register, internal audit and results contract Coordinate and be the link between Support and other deparments Ensure monthly meetings are held with project managers to discuss key variances, reasons for these, and any remedial action that is required;

Administration support

Support key administrative tasks, such as registration, and country statutory and other financial obligations such as tax, levies and statutory returns Oversee the team to ensure follow up on routine administrative tasks are carried out. Support the Country Director and the SMT in liaising with donors and authorities, especially as relates to issues of compliance, registration, and audit; Together with programmes team, support the monitoring of implementing partners, providing support as per DRC’s guidelines

Finance

Responsibble for Share Costs allocations, as budget holder for all support service lines and secondary budget holder for all support service lines, includes monitoring and forecasting Work with senior managers to monitor all grants and budgets Ensure that key annual finance tasks are completed (such as the annual reports) Work with finance to ensure programme teams clearly understand compliance requirements Ensure that monthly finance tasks are completed (payroll, SOS, PIT, cash forecasts, monthly closures) and in line with Operations Prepare proper donor reports; Follow up donor requirement in terms of reporting formats and requirements; Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ; Oversee that all accounting record/documents are submitted to country office as per set timelines; Support the development of new proposals by providing required financial data, analysis etc;

Handbook procedures

As Team Leadaer the post-holder is responsible for the following:

Support the SMT for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources. Supervision and people management of support deparements. This includes, togetehr with the Country Director, the hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.

Other Support Departments supervision:

This position is part of the main channel of communication from HQ / Regional support services updates and requests.

HR support

• Support and oversight the HR team fulfils daily tasks, such as recruitment, contract renewal/ amendments, timesheet submission, leave tracking and other HR tasks

Supply Chain and Logistics support

Support and oversight of the Supply Chain and Logistics team for the effective implementation of logistics/procurement systems and functions within geographical area of responsibility

Qualifications & experience required

University degree in a relevant field (Economics, Business Administration, etc.); Demonstrable strategic Finance experience. At least 3 years' experience in similar role (or demonstrated experience) Knowledge of budget cycle and monitoring processes Knowledge of code of conduct principles and the HR systems for performance management Knowledge of key donor policy and compliance procedures Full professional proficiency in English
