Specifically, AUMCO aims to enable achievement of Agenda 2030 and the Paris Agreement through global programmes and tailored interventions in parts of the Western Balkans, South Caucasus, and Central Asia, focused on:â— Infrastructureâ— Procurementâ— Project Managementâ— HR and Transactional Servicesâ— Grants Managementâ— Technical and Advisory ServicesThe overall objective of the project (entitled “Emergency procurement of critical medical equipment to support the Government of Uzbekistan for enhancing their response to the Coronavirus outbreak”) is to strengthen the health preparedness and COVID-19 response of the healthcare system in Uzbekistan, and effectively and timely prevent and treat COVID-19 cases.By providing emergency procurement support (medical equipment) on a transactional basis to the Government of Uzbekistan, through the Ministry of Health, the project will enhance the country's response to the coronavirus outbreak. With the overarching aim of procuring urgently needed medical supplies to ensure that hospitals can provide life-saving treatment to infected patients, the following activities will be undertaken:

  • Support the Ministry of Health, with assistance from the World Health Organization (WHO), and update, as needed, lists/specifications of required medical supplies and equipment.
  • Procure required laboratory and medical supplies and equipment as per UNOPS rules and regulations, and international best practices.
  • Coordinate with the Ministry of Health of the Government of Uzbekistan to ensure timely delivery of procured equipment to the country, and their installation, as applicable.
  • Follow up on the MoH on the distribution, installation and receipt of procured equipment to ensure maximum transparency and fairness.

In order to achieve these results, UNOPS now is seeking a Supply Chain Associate in Uzbekistan, that under the direct supervision of the project manager, will be responsible for coordinating and controlling Logistics and Freight Forwarding, Commissioning of items, Manage and Follow Up on deviations, Reporting, Sign Off Administration and Stakeholder Coordination.The incumbent will perform the following duties with full effectiveness, transparency, and integrity:I. Logistics coordination1. Implement a logistical plan to manage the proper custom clearance, reception and in-country transport of the imported all items to Uzbekistan and to the designated health facilities, in coordination with the UNOPS project team and with MOH and its designatedrecipients, notably and Republican Epidemiology Services (Republican SES), Research Institute of Virology (RIV) and Institute of Parasitology (IP).2. Coordinate the transportation of items to designated health facilities in collaboration with freight forwarders and suppliers.3. Ensure all items are transported (including loading and unloading) conform manufacture and supplier requirements to the health facilities depending upon the item classification.4. Maintain the tracking and inventory system of the project and execute asset verification exercises on a regular basis.5. Monitor, amend and document the location and transport of items accordingly.6. Follow up with suppliers during the phase of assembling and testing the items on a regular basis.7. Coordinate with suppliers and take necessary action in case of reported defects/faults in working of the items.II. Documentation and Administration1. Prepare and/or acquire documentations required for customs clearance.2. Ensure the accuracy of shipping documents received from suppliers and freight forwarders in compliance with UNOPS requirements.3. Prepare and submit logistical reports as requested by the supervisor.4. Update the project work plan according to progress.5. Perform any other relevant duties as required.III. Liaison and Project Management1. Liaise with MOH Uzbekistan and all relevant governmental authorities and stakeholders on all logistics needs to ensure smooth delivery of UNOPS projects' supplies.2. Coordinate with UNOPS project team and MOH for all arriving shipments and ensure that all necessary approvals are timely obtained from relevant authorities.3. Coordinate with suppliers, freight forwarders, and customs clearance agents to ensure safe and fast release and collection of items in line with INCOTERMS set in the contracts.4. Communicate regularly with the health facility its authorities to keep track of quantities of the items delivered.5. Liaise on behalf of UNOPS with all relevant authorities for customs clearance and import approvals, as well as logistics cluster meetings.EducationMinimum high school secondary diploma OR Bachelor Degree in Business Administration, Supply chain management, logistics, Management or Industrial Engineering OR Masters degree in similar stream is required.Experience

  • In case of high school diploma, minimum of 6 years of progressive responsible experience in logistics and/or procurement is required,
  • In case of bachelor's degree, minimum 2 years of experience in logistics and/or procurement is required.
  • In case of a Master's degree relevant experience in logistics and/or procurement is required
  • Experience in Uzbekistan will be considered and asset.

Skills

  • Proficiency in using office software packages, preferably GSuite, experience in handling web based management systems is highly desirable.
  • Experience with working in international organizations is an asset.
  • Experience with working with the Government of Uzbekistan is an asset.
  • Familiar with project management of procurement and transportation processes, certification in PRINCE2 Foundation is an advantage.
  • Familiarity with medical equipment and hospital settings is an advantage.

Language

  • Fluency in oral and written English and Uzbek is required.
  • Knowledge of Russian is an asset.

Other considerations

  • Available from 1 March 2021 up to at least 31 July 2021, workload varies in that period.
  • Preference to be able to travel through Uzbekistan by own means of transport (will be reimbursed).
  • Able to work on his/her own computer / laptop, mobile phone.
  • Able to work independently and adhere to UNOPS quality standards.
  • Concise and meticulous in making and updating the schedules required to keep an overview and approve deliveries.
  • Sensitive but clear on how discrepancies are communicated with the stakeholders.
