IRC Germany was established in 2016 in order to further enhance the profile of the German humanitarian and development sector and to provide further opportunities for advocacy on behalf of the people we serve. Since its establishment, IRC-DE has grown rapidly and has representations in Bonn and Berlin. It is working with major German statutory donors, like the German Federal Foreign Office, KfW, and GIZ. IRC-DE is also cooperating with German civil society organizations. The IRC in Europe also has offices in Brussels, Stockholm, Geneva, and London, and a sister organization in The Hague.

The Subawards & Partnerships Compliance Officer will be part of the Awards Management Unit (AMU). IRC’s Awards Management Unit is a global unit with the responsibility for identifying, securing, and managing all funding from statutory/government donors. The AMU is a link between donors and the field: providing expert technical advice to the field, while maintaining portfolio-level visibility to ensure consistency and compliance and manage risk.

Key Accountabilities

  • Ensure organizational compliance to PEERS by providing direct day-to-day guidance and assistance on the development, review, and execution of subawards and partnership agreements for ECHO & German Institutional Donors
  • Ensure compliance by monitoring against PEERS and donor flow-down requirements
  • Act as a compliance focal point for IRC’s partnership portfolio for, ECHO & German Institutional Donors and other statutory donors as needed, by providing guidance and advice on the processing/implementing of PEERS, IRC internal policies and sophisticated donor rules and regulations as they relate to subawards
  • Build IRC staff knowledge and provide guidance on the PEERS due diligence to ensure IRC staff effectively identify and mitigate risks associated with specific partnerships
  • Develop compliant sub-award and partnership agreement templates based on the donors terms and conditions, including leading the review process with other Donor Compliance Specialists and IRC departments, as needed
  • Working through the IRC’s OTIS system (i.e. grants management application system), review partnership packages, including due diligence documentation and the subaward/partnership agreements, for compliance with IRC’s internal policies and procedures
  • Trouble-shoot how to address donor compliance and general issues, including through assisting in managing the Partnership Helpdesk and collaborating across departments (e.g. Finance, Ethics and Compliance, and Office of the General Counsel) to find broader organizational solutions
  • Engage with IRC field offices, regional teams, and technical units to provide advice and input on agreement negotiations with partners, including advising on responses to partners’ questions and concerns and responding as necessary
  • Assist in the ongoing refinement and updating of PEERS and develop partnership tools and training, keeping in mind practicality of implementation and major donor guidelines to ensure a consistent application of PEERS

Requirements

  • Several years of professional experience in grant management and extensive knowledge of the requirements of institutional donors such as DG ECHO and GFFO.
  • Experience in developing compliant sub-awards, partnership agreements, or subcontracts.
  • Good knowledge of the interpretation and application of laws and regulations in the implementation of projects supported by public funds.
  • Good thematic understanding of humanitarian aid and development programmes.
  • Strong communication skills, especially when working with institutional donors.
  • Willingness to learn and roll-out new systems and operating procedures.
  • Good organizational and time management skills.
  • Very good MS Office skills (Word, Outlook, Excel).
  • Very good written and spoken German and English skills.
  • Willingness to travel on business (up to 25%).
