Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the Sustainable Development Goals through the FAO Strategic Framework, by supporting the 2030 Agenda through the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment and a better life, leaving no one behind.
The Office of Strategy, Programme and Budget (OSP) advises the Director-General on strategic and policy matters related to the Organization's objectives, results-based programmes, and budgets for all sources of funds; leads the development of policies and procedures on results-based management, FAO country programming frameworks, internal control and risk management; coordinates the preparation of the Organization's strategic, programme and budget plans; and manages allocation of resources, and monitors and reports on corporate programme and budget implementation to help ensure effective and efficient achievement of results.

The position is located in the Office of Strategy, Programme and Budget (OSP) at FAO headquarters in Rome, Italy.

Reporting Lines
The Strategy and Planning Officer reports to the Senior Strategy and Planning Officer under the overall guidance of the Special Adviser, OSP.

Technical Focus
Strategic planning, results-based programming and budgeting, monitoring and reporting.

Key Results
Analysis, research, communication and related services and systems support to the corporate results-based planning, monitoring and reporting processes across all levels of the Organization.

Key Functions
• Carries out basic research and support to policies and procedures to achieve full inter-divisional and interagency collaboration in strategic planning, results-based programming and budgeting, monitoring and reporting;
• Executes analytical tasks associated with the preparation, review and analysis of the Organization's Strategic Framework, Medium Term Plan, Programme of Work and Budget, Mid-Term Review Synthesis Report and Programme Implementation Report;
• Contributes to the design and operation of procedures and systems for the Organization’s corporate results-based planning, monitoring and reporting processes;
• In the context of the UN development system repositioning, carries out basic research and support to policies and procedures associated with FAO country programming;
• Carries out basic analytical tasks associated with resources management and corporate budgetary performance.
• Perform other duties as required.

Specific Functions
• Supports the Organization’s results-based planning, monitoring and reporting processes and procedures, including country programming, along with aspects related to the FAO Governing Bodies.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in business or public administration, finance, economics, agriculture, development economics, international development, or related fields.
• Three years of relevant experience in results-based planning, monitoring and reporting and related financial analysis.
• Working knowledge of English (proficient – level C) and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Extent and relevance of experience in results-based planning, monitoring and reporting; familiarity with the Organization’s results-based planning, monitoring and reporting systems is desirable;
• Knowledge of and/or experience in country programming processes, including in the context of the United Nations  Development System (UNDS) repositioning;
• Extent and relevance of experience in analysing strategy, programme and policy issues;
• Good familiarity with relevant computer tools for communication and data analysis; experience in functional specification of systems design is desirable;
• Work experience in more than one location.
