Yemen is facing an unprecedented political, humanitarian, and development crisis. Yemen’s transition that started in 2011 with the support of the international community tragically unravelled after the conclusion of the National Dialogue Conference in January 2014 and spiralled into a full-blown conflict by March 2015 with uncertain prospects of a peaceful political solution.

 

  • Provide support and advice to the Peace Support Facility Manager and the Team Leader Operations Support on strategic directions and approach of the Facility.
  • Support the drafting of a comprehensive vision and strategy for the PSF Phase II addressing the outcome of the mid-term evaluation.
  • Contribute to the identification of programme priorities and parameters, in close collaboration with the Facility Steering Committee and its overall governance mechanism.
  • Keep the Facility Manager and senior management abreast of key dynamics and developments on the peace process, advising on whether and how these influence the work of the Facility.
  • Support the preparation of information and documentation for the meetings of the Facility Steering Committee, and of any other relevant coordination mechanism.  
  • Draw from lessons learned and best practices from across UNDP in the areas of stabilization and peace support to inform the work of the Facility and senior management’s decision-making process.
  • In coordination with relevant UN entities, provide risk management analytical support and advice, and contribute to development of conflict risk and conflict sensitivity plans and analysis.
  • Contribute to the alignment of the Peace Support Facility with the UNDP Yemen’s Country Programme Framework and, specifically, with the activities under the Peace Operations Support pillar.
  • Identify complementarities and risks of overlapping with other UNDP interventions, and recommend programmatic approaches to ensure coordination and maximization of impact.
  • Establish and maintain regular communication channels with OSESGY, RCO and UNMHA to ensure that the work of the Facility is in alignment with the broader UN programmatic and political priorities and interventions.
  • Develop and maintain a database of international and national partners’ projects and contacts in the areas of peace support and stabilization, including Track II dialogue and mediation partners to ensure regular coordination and draw potential synergies.
  • Contribute to developing and implementing inclusive mechanisms and fora to engage local authorities, civil society, youth and women in the definition of programme priorities and needs.
  • Support the work and inform the decision-making process of the Facility Steering Committee and its formal and informal subsidiary organs.
  • Represent the Facility at relevant coordination meetings and events.
  • Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of activities under the Facility;
  • Lead the preparation of regular project updates for submission to the Peace Support Facility Manager and fulfil other reporting requirements as requested.
  • Identify any external technical support needs to the project and contribute to the recruitment and management of relevant consultant and experts.
  • Regularly update the programme pipeline and support the development and conceptualization of new and scaled-up initiatives, including by drafting and/or reviewing concept notes and project proposals.
  • Contribute to ensuring full compliance of the Facility with UNDP Programming Standards and Principles, including PPM, and audit requirements.
  • In coordination with the Peace Support Facility M&E Unit, contribute to monitoring progress and results and recommend any needed corrective actions.
  • Develop documentation and analysis on the results and impact of the Facility, showcasing their contribution to the overall UNDP Yemen targets and objectives.
  • Help identify and catalyze best practices and lessons learned for organizational sharing and learning.
  • Contribute to the development of the Peace Support Facility’s Advocacy, Partnership and Resource Mobilization strategy, including planning tools and messages to implement the strategy.
  • Identify new partnerships and strengthens existing ones at the Facility’s level through regular interaction with partners.
  • Contribute to liaison and reporting to relevant donors, particularly those on the Steering Committee of the Facility.
  • Support resource mobilization efforts by support the organization of donor meetings and the development of donor outreach material.
  • Conduct regular analysis and research of information on donors and prepare substantive briefs on possible areas of cooperation.
  • Work in close coordination with UNDP Yemen communication staff to provide strategic advice to increase the visibility of the Facility through traditional media channels and social media.
  • Human rights and gender equality is prioritized as an ethical principle within all actions;
  • Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;
  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production;
  • Differentiated needs of women and men are considered;
  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;
  • Necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced.

  • Master’s Degree or equivalent, in International Relations, Political Science, Public Administration or related social sciences.
  • A minimum of 5 years of progressively responsible experience in planning, coordination, and programme management.
  • Knowledge of UN/UNDP policies, programming frameworks and procedures, proven ability to design and facilitate complex development interventions in crisis setting is required.
  • Experience conducting conflict- and conflict sensitivity analyses is required.
  • Proven experience in stabilization, peacebuilding, and humanitarian-development nexus programming is an asset.
  • Experience in the Arab States region and knowledge of the nature of the conflict in Yemen is an asset.
  • Language Requirements:•Proficiency in English is required. Knowledge of Arabic language an asset 
  • Good research and analytical skills.
  • Ability to establish, develop and maintain relations with and between diverse array of stakeholders.
  • Ability to produce well written reports demonstrating analytical ability and communication skills.
  • Facilitation skills and ability to manage diversity of views in a different cultural context.
