Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Sri Lanka Country Director position on a USAID-funded program in Sri Lanka/Maldives.

The USAID Sri Lanka/Maldives Ocean Plastic Reduction Program (Ocean Plastics) activity is a five-year initiative that intends to support improved solid waste management practices, with an emphasis on reduction of Ocean Plastics Pollution in Sri Lanka and Maldives. The Activity will work to fulfill this purpose through four complementary objectives: 1) Professionalize, improve and expand solid waste management, with a focus on reducing plastics available to the environment; 2) reduce reliance on virgin plastic inputs and products; 3) empower communities to drive local waste management solutions; and 4) strengthen the enabling environment for solid waste management with an emphasis on reducing ocean plastics. The RFP is anticipated to be released in January 2022 and will likely be based in Colombo, Sri Lanka.

The Sri Lanka Country Director will be responsible for overall supervision and implementation of programs in the Sri Lanka/Maldives Ocean Plastics activity. The Sri Lanka/Maldives offices will have approximately eight to ten staff members each headed by a Country Director. The Sri Lanka/Maldives Country Director will report to USAID will work closely with the Technical Team members located in HQ, to support high quality coordination and mentoring of technical staff in Sri Lanka/Maldives Ocean Plastics country office.

Responsibilities:

* Provide guidance and coordination to Sri Lanka/Maldives Ocean Plastics programs to maximize success and impact of the Ocean Plastics project.

* Act as the senior representative of Ocean Plastics to stakeholders including USAID, municipal leadership, grantees, sub-contractors and the private sector.

* Supervise Sri Lanka Ocean Plastics Country Staff.

* Keep USAID and other HQ staff informed of implementation status, risks, and opportunities in the Sri Lanka/Maldives Ocean Plastics.

* Ensure programs and related costs are in compliance with TT’s policies and procedures, USAID rules and regulations, and Country of Implementation laws and regulations.

* Monitor status of grantee program implementation and as appropriate advice/assist grantees to overcome constraints and barriers to timely implementation.

* Review and approve procurement of goods and services consistent with TT’s policies and procedures.

* Ensure that all financial transactions, accounting software use (Quickbooks), and financial reporting are completed consistently with TT’s policies and procedures and that related reports are completed/submitted on time.

* Provide input and oversight of work plan production and associated budgets/forecasts.

* Working with Country Finance Staff, ensure that monthly and cumulative costs are monitored and tracked and that material variances from work plans and forecasts are calculated, analyzed, and considered for improving accuracy of future months’ forecasted costs.

Qualifications:

* Master’s degree in waste management, recycling, urban planning, democracy and governance, or some other relevant discipline is required.

* Minimum of 10 years’ experience in international development, primarily on projects/activities funded by USAID. Preference for experience in natural resources/environmental sector in Asia/ Southeast Asia.

* Minimum of 5 years in director-level role leading and managing complex development programs and multi-disciplinary teams in South East Asia, preferably as a Chief of Party for a USAID-funded project or equivalent.

* Proven track record managing multi-disciplinary development programs and teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion.

* Strong familiarity with building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) desired.

* Excellent communication skills in English required.

* Strong familiarity with the policy, social, economic, environmental, and cultural context in Sri Lanka.
