Context:

Under the overall supervision of the Head of Programmes, Manila, and direct supervision of the National Project Officer, the successful candidate will be responsible for providing administrative and technical support related to the implementation of capacity building activities related to the Global Compact on Safe Orderly and Regular Migration, with a focus on ethical/responsible recruitment and sustainable reintegration services.

Core Functions / Responsibilities:

  1. Liaise, facilitate communication and information sharing among IOM networks and with stakeholders in country on the Global Compact on Safe and Orderly Migration (GCM), especially on and ethical/responsible recruitment and reintegration.

  2. Provide logistical and other administrative coordination to implementation of capacity building activities the GCM and reintegration and on ethical/responsible recruitment in the country.

  3. Act as technical focal point in the country on reintegration, utilizing IOM and international frameworks; provide technical support to implementation of capacity building projects in the country and, as appropriate, elsewhere.

  4. Support the mission to conduct country level engagement with service providers (Government and CSOs) in the area on the GCM and reintegration/recruitment in close coordination with the supervisor.

  5. Lead country level capacity building programme on reintegration with CSOs, Government and other UN agencies.

  6. Support the country office with technical capacity and expertise on the GCM frameworks in the areas of reintegration and on ethical/responsible recruitment including in engagement with employers and employer associations, engagement with civil society actors; engagement with government counterparts; through outreach meetings, consultations, training, technical reviews and inputs.

  7. Keep track of IOM engagement with local stakeholders (employers, CSOs and Trade Unions) as well as government counterparts.

  8. Participate in the development of reintegration tools, promotional materials, reports and materials as relevant and appropriate.

  9. Support the COM and head of programs and play active role in country office fundraising efforts, in particular related to reintegration and migrant protection.

  10. International travel duties as required.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in International Relations, Law, or a related field from an accredited academic institution with at least four years of relevant professional experience; or
  • Completed High School degree from an accredited academic institution, with six years of relevant professional experience.

Experience

  • Experience in the field of migrant protection, counter trafficking and;
  • Experience working in human rights, counter trafficking, reintegration and/or labour migration fields;
  • Experience in working with government counterparts in the abovementioned fields.
  • Experience in project proposal drafting and implementation of projects including reintegration and migrant protection programmes;
  • Experience working with Government counterparts, UN agencies and/or non-governmental organizations is considered an asset.

Skills

  • In depth knowledge of Migrant Protection and Reintegration and a broad range of migration related subject areas dealt with by the Organization; and,
  • Working knowledge of the Global Compact of Safe Orderly and Regular Migration and the UN Migration Network.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of any BARMM language is desirable.

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
