Terms of ReferenceAs of 29 February 2024, 976,507 Rohingya refugees (203,035 families) currently reside in Bangladesh, with children representing 52% of the refugee population. The large majority live in 33 extremely congested camps, formally designated by the Government of Bangladesh (GoB) in Ukhiya and Teknaf upazilas (“subdivisions”) of Cox’s Bazar District, which is now home to the world’s largest refugee settlement. In addition, some 33,893 refugees reside on Bhasan Char. Nearly six years since the mass influx from Myanmar’s Rakhine State in 2017, and not least with ongoing developments following the military takeover in February 2021, conditions in Myanmar are not presently considered conducive for the safe, voluntary, sustainable, and dignified return of Rohingya refugees. Until solutions are in place, UNHCR, with its partners, continues its humanitarian response under the leadership of the GoB, providing lifesaving support and protection to Rohingya refugees and the most vulnerable members of the host community.

In 2024, UNHCR Bangladesh will introduce a Sports 4 Protection (S4P) programme in the Rohingya refugee camps. The programme will consist of a standard package of sports programming that is age, gender, and diversity-sensitive while working across all ages and groups to achieve better social inclusion. The age range of the benefiting population groups will be from 10 to 12 years old, 13 to 17 years old, and 18 to 24 years old.

Given this operational context, the Sports 4 Protection (S4P) project will work with youth and adolescents across the Rohingya refugee camps and host community to build resilience in this young population through social inclusion over a multi-year period.

The Sports 4 Protection (S4P) curriculum will provide structured opportunities for youth and adolescents across the Rohingya refugee camps to build resilience through the knowledge and skills application using sports.
The consultant’s role will be to work with local actors to develop an age, gender, and diversity including disability-inclusive and context specific S4P curriculum with tailored modules for youth and adolescents 1) females, 2) males and 3) persons with disabilities, each focusing on specific objectives under the broader goal of strengthening resilience and social cohesion. The consultant is responsible for developing a S4P curriculum and train coaches on the curriculum. The S4P curriculum will focus on the cognitive and social development of the participants in line with the overall goals of the programme. As the participants progress through the curriculum, their understanding of themselves, their place in the world and environment will be deepened. For female youth and persons with disabilities, the focus will be on knowledge of self and empowerment, self-confidence, awareness of one’s strengths and knowledge of oneself. For male youth, the focus will be on their role in the world and building fairness, empathy, respect, and generosity through the S4P curriculum with a gender equality lens.
Accompanying training materials to train coaches on the curriculum is also a deliverable of this consultancy.
The curriculum and training materials will strengthen the competences of coaches, including pedagogical skills, ability to act as role models and mentors for children and youth, and skills to promote cohesion, peaceful resolution of conflict, inclusion, empathy and respect.

Duties and responsibilities: (consultant will be responsible for the following)
1. With the support of UNHCR Bangladesh, map existing sport and play-based methodologies used in Cox’s Bazar through KIIs, and identify a suitable local actor with which the consultant will work collaboratively and provide mentorship;
2. In consultation with UNHCR, including at the regional and HQ level, refugees and other stakeholders, identify appropriate methodology for coaches and participants that best achieves the objectives of the programme through feedback;
3. Develop S4P curriculum according to the identified protection needs of the target audience, the objectives of the project and the guidance provided in the UNHCR Sports for Protection framework;
4. Conduct the field testing of the Sport for Protection curriculum in Bangladesh;
5. Ensure finalisation of the curriculum based on the feedback of refugees and other stakeholders;
6. Conduct training of coaches and key project staff on the curriculum and its methodology.

Deliverables.
The consultant is expected to deliver the following:
• A final detailed handbook on the Sport for Protection (S4P) curriculum
• One field test of the draft curriculum
• Final S4P training materials for coaches in refugee/host community on the curriculum
• One training workshop for 20 coaches and key project staff
• A short report on the mentorship of S4P coaches and other relevant actors, outlining key learning areas achieved during the project
• Weekly updates and scheduled performance reviews in agreement with UNHCR

Tasks should be completed within the expected timeframe, or an extended timeframe upon mutual agreement. Consultant is required to provide regular updates to UNHCR throughout the consultancy period.

Required level, qualifications and work experience:

1. University degree in education/other related degree, with possible specialization on sports, education and development.
2. Experience and/or skills required:
Minimum 5 years working in the field of sport for development and peace
Minimum 3 years of experience working on educational development curriculum
Experience in developing sport and play-based learning and training materials in humanitarian or development cooperation contexts.
Excellent drafting and analytical skills.
The ability to work independently and productively and handle requests or issues as they arise, in a fast-paced environment
Experience working with international organizations in the humanitarian sector is an asset.
3. Be fluent in English with excellent writing and presentation skills. Knowledge of Bengali or Chitagonian will be an added advantage.
