Position Overview:

The Specialist role offers a unique opportunity to partner with the Ministry of Health at a time when it is designing and implementing health financing reforms. The Specialist will shape PIH’s evolving health financing strategy, support planning and costing for PIH programming, and the development of costed national policies, strategies and plans.

The Specialist will report to PIH Liberia’s Policy and Partnerships Director, working closely with Policy and Partnership teams based in Boston, as well as various global cross-site teams including Mental Health, Primary Health Care, Maternal, Newborn and Reproductive Health, and Community Health. The Specialist will also collaborate with government, NGO and multilateral partners.

Responsibilities:

50%: Accompany Ministry of Health leaders in the design and implementation of health financing strategies, interventions, and reforms and support resource mobilization planning. Participate in technical working groups and steering committees, organize and manage meetings (as needed), conduct literature reviews, prepare policy briefs, talking points and slide decks. 30%: Conduct quantitative analyses, including economic analysis and costing, cost-benefit analysis and economic evaluation to support PIH’s goal of establishing Maryland as a model county for UHC and innovative rural healthcare delivery. Provide capacity building training to PIH colleagues and government partners on planning best practices, costing tools, scenario modeling and impact analyses, to inform decision making.10%: Support the shaping of PIH’s health financing strategy by developing case studies, documentation, and conducting literature reviews on health financing policy topics in order to formalize the team’s overall approach to equitable health financing. 10%: Other responsibilities as requested by the Director of Policy and Partnerships

Qualifications.

At least 5 years of experience in a relevant field (e.g., health financing, health economics, financial management, health systems, management consulting, health policy) in the public or private sector with increasing responsibilities;Advanced degree in health economics, public health, public policy, business or other relevant disciplines preferred.Commitment to global health and social justice.Highly skilled in analytics and information management, with excellent analytical, problem solving, and quantitative cost modeling skills;Demonstrated experience leading complex projects, from strategy design to implementation, preferably in the public health sector;Excellent communication and presentation skills with the ability to write in a clear and concise manner, as well as distill complex analyses into data visualization;Direct experience working with government institutions, informing development of government strategy, policy, and operational plans (preferably in health financing or health system strengthening),Humility and cultural competency;Ability to think strategically and work proactively in a fast-paced environment;Ability to learn on the job quickly and absorb and synthesize a broad range of information;Advanced proficiency in Microsoft Office, Excel, PowerPoint, and Word
