Organ: The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

Organization Unit: The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

Duties / Responsibilities

Under the direction and supervision of the Director of the Regional Office for Arab States the Space Radio Services Expert provides expertise for all assigned responsibilities to deliver expected outputs. Close cooperation with the ITU Radiocommunication Bureau (BR) is essential. This includes acting in a timely, cost-effective manner and fostering collaborative spirit with National Counterparts, other experts and ITU officers in the Regional Office to achieve results. The Space Radio Services Expert combines cutting edge expertise in the relevant area and operates in compliance with organizational regulations and rules and takes responsibilities towards the successful achievement of the delegated assignment. To this end, the incumbent will perform the following duties:

  • Develop strategies, regulations and procedures involved in notification and coordination of space communications frequencies and associated orbital slots and lead and implement project activities.
  • Manage the installation of software tools used for space communications' radio frequency planning, notification, coordination, and EMC analysis. The non-exclusive list of such software tools includes: SpaceCAP, SpaceQry, SpaceCom, SpacePub, SpaceVal.
  • Provide technical expertise in implementing national satellite communications projects.
  • Establish in-depth collaboration with international stakeholders in the field of space communications industry: vendors of launch vehicles and satellites, operators, international entities.
  • Engage with the work processes of ITU World Radiocommunications Conferences, Radio Assembly, and ITU-R sector as well as its Radiocommunications Bureau as pertains to the planning and standardization of space communications services.
  • Provide cutting edge expertise, lead, improve and deliver Operational Radio Space and the Radio and Space WeatherLead Services to related bureaus of Meteorology organization of KSA.
  • Lead frequency assignments of radiocommunication systems, stations and applications belonging to space radio services.
  • Ensure capacity building and skills development as cross cutting issue in the areas of Space Radio services, its related sub-areas; develop tailored content and deliver an on-the-job training to counterparts and specialized staff and training and skills development for National staff on associated guidelines and publication in the Space Radio services area.
  • Proactively contribute by participating, providing cutting edge expertise and technical support in the preparation of WRC, CPM and RA, ITU-R meetings, and other international/regional meetings relevant to the assigned responsibilities; follow-up on the decisions and resolution of WRCs, ITU-R recommendations, RAs, ITU-R Publications and Circulars to ensure that they are implemented properly.
  • Build, maintain, and expand networks with key stakeholders, advocating and promoting new ideas and opportunities for engagement and ensuring an on-going policy dialogue.
  • Perform other related duties as assigned.

Knowledge and experience with the work processes of ITU World Radiocommunications Conferences, Radiocommunication Assembly the ITU-R sector as well as its Radiocommunications Bureau as pertains to the planning and standardization of space communications services.

Qualifications required

Education: Advanced university degree in engineering or science with a specialization in space Radio services, space communications frequencies and associated orbital slots or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with fifteen years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience: At least ten years of progressively responsible experience in the field of space communications frequencies, including at least five at the international environment/international cooperation A Doctorate in a related field can be considered as a substitute for three years of working experience. Experience in implementing national satellite communications projects is essential.

Languages: Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

Additional Information: The expert will work exclusively at the national level in the Kingdom of Saudi Arabia. Salary: Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment (PA) (cost of living allowance). The PA is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.
